Minutes of the Brusly Landmark & Heritage Commission – October 17, 2011

A meeting of the Brusly Landmark and Heritage Commission was held on Monday October 17, 2011 Brusly Town Hall, Brusly, Louisiana.

Chairman Rills called the meeting to order at 6:30 PM.

Voting members present: Billy Bourgeois, Sara Grady, Jim Rills, Margaret Canella
Voting members absent: Shirley Jordan, Rose Jackson, Shane Sarradet
Non-Voting Members present: Kevin Durbin
Non-voting members absent: Brian Falcon
Others present: Joanne Bourgeois

Upon motion of Mrs. Grady seconded by Mrs. Canella the minutes of the July 18, 2011 meeting were approved.

Landmark Plaque Applications –

• Joanne Bourgeois announced that 64 plaques have been awarded to date.
• Discussed drafting a letter for the local paper or the town newsletter to generate new interest for plaque applications.
• Discussed drafting a letter to Certified Plaque Holders giving a gentle reminder of requirements and responsibilities of being a plaque holder.
• Application was picked up by Joey & Beth Haydel for 806 E. Main Street, the house that was previously owned by Curtis Dupuy.
• Sara Grady will deliver applications to Patsy Dupuy and Jimmy Guidry on Allen Street. Both houses will likely qualify.
• Applications for St. John the Baptist are still out. There was discussion concerning the different buildings and the possibility of more than one plaque.

Landmark Properties Reviewed
ROBERT “DOO” HEBERT HOME – 116 W. Main St.
ANN MARY H. MARTIN HOME – 206 W. Main St.

There was discussion on whether the houses at 116 W. Main Street and 208 W. Main Street were vacant or occupied and who the owners are and whether the properties are still in compliance with the Landmark and Heritage Ordinance. Both houses were renovated about 5 years ago and had been maintained until recently. Jim Rills suggested that possibly the Commission could follow the lead of the Town policy on homes that are considered a nuisance. Kevin Durbin offered to look at the properties and offer comments.

A motion was made by Margaret Canella and seconded by Billy Bourgeois to table the matter until the next meeting and reviewed further at that time. The motion carried unanimously.
OTHER BUSINESS

• Kevin Durbin announced that the first WBR parish wide master plan has been adopted and is now available on their website at www.wbrcouncil.org/ . This is the first time the parish has had a comprehensive planning document since the 1960s. He also reminded everyone to please vote.
• Margaret Canella gave an update on the levee trail plan. She spoke with Bernadette about getting an Attorney General’s Opinion concerning the right-a-ways on the levee and laws that allow exemption from liabilities. It could be another two months before we get a favorable decision and then it has to go to the Levee Board. There are still some issues to be resolved and approvals that are still required but it is being worked on and progress is being made.
• The reunion/anniversary celebration for the Brusly High School 100th Anniversary was briefly discussed. Suggestion was made by Joanne to get a volunteer from each class to gather memorabilia for their class.
• The meeting dates for the Brusly Landmark & Heritage Commission for calendar year 2012 were determined to be: January 23rd , April 16th, July 16th, and October 15th. Margaret Canella made a motion to accept dates and Billy Bourgeois Seconded and it carried unanimously.
There was no other business to come before the commission. Mr. Bourgeois made a motion to adjourn. Mrs. Canella seconded the motion and it carried unanimously.

The meeting of the Brusly Landmark & Heritage Commission adjourned at 7:35 PM.
