The regular meeting of the Town of Brusly was held this date, May 14, 2012 at the Brusly Town Hall.
Council Member Bourgeois led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Mayor Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Donald Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: Shane André

A motion to approve the minutes of the Town’s regular meeting of April 9, 2012, was made by Council Member Bourgeois and seconded by Council Member Olinde. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee: None

Planning and Zoning Committee:
A motion to approve the recommendation of the Planning & Zoning Commission to grant Roderick & Sharon Thibodeaux a front setback variance from 30’ to 20’ for a residence addition at 407 Gleason Street was made by Council Member Bourgeois; seconded by Council Member Olinde. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.
Mayor Normand read aloud the request of Aaron Daniel to subdivide 401 E. Main Street “Final Plat of Map Showing Subdivision of Lot 5, Maria Woods Property into Lots 5-A and 5-B.” A motion to approve the Plat as recommended by the Planning & Zoning Commission was made by Council Member Bourgeois; seconded by Council Member Neisler. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.
Upon the recommendation of Mayor Normand, a motion to re-appoint Rosa Stelly to the Planning & Zoning commission was made by Council Member Bourgeois; seconded by Council Member Olinde. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Finance Committee:
Mayor Normand presented the 2012 – 2013 General Fund & Sewer Budget Messages to the Council.

Personnel Committee: None

Recreation Committee:
Council Member Bourgeois presented the Landmark and Heritage Commission recommendation of St. John the Baptist Catholic Church, Rectory & Office to be certified as Town of Brusly Landmarks. A motion to approve the recommendation was made by Council Member Bourgeois; seconded by Council Member Hebert. The Mayor opened the floor for public comment. Hearing no comment, the motion passed unanimously.

Police Committee:
Upon Chief Whaley’s recommendation, a motion to hire Jason Fontenot as a School Resource Officer at the rate of $15.00 an hour starting May 15, 2012 was made by Council Member Neisler; seconded by Council Member Hebert. Mayor Normand opened the floor for public comments. Hearing no comments, a roll call vote was had with the following results:
Yeas: Neisler, Olinde, Bourgeois, Hebert
Nays: None
Abstaining: None
Absent: André

Upon Chief Whaley’s recommendation, a motion to hire Josh Falcon as a Full Time Police Officer at the rate of $13.25 an hour starting May 15, 2012 was made by Council Member Hebert; seconded by Council Member Olinde. Mayor Normand opened the floor for public comments. Hearing no comments, a roll call vote was had with the following results:

Nays: None
Abstaining: None
Absent: André

Governmental Affairs Committee:
At the recommendation of Mayor Normand a motion to appoint the West Side Journal as the Official Journal of the Town was made by Council Member Olinde; seconded by Council Member Neisler. The Mayor opened the floor for public comment. Hearing no comment, the motion passed unanimously.

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances:
Mayor Normand opened the public hearing for Ordinance #2 of 2012 – “To amend Chapter 19 of the Code of Ordinances of the Town of Brusly, State of Louisiana, to incorporate amended zoning district map under section19.22 map, specifically: re-zoning of a 125.51’ x 200’ Portion of Lot 5, Being a Portion of the Original Maria Woods Property Located in Section 14, T-8-S, R-12-E, S.E. Land District West of the Mississippi River, Town of Brusly, State of Louisiana from R-1 (Single-family Residential) to B-1 (Transition) property address: 401 East Main Street, Brusly; and subdivision of lot 5, Being a Portion of the Original Maria Woods Property, into lots 5-A and 5-B for Aaron Daniel as shown on “Final Plat of map showing subdivision of lot 5, Maria Woods Property into lots 5-A and 5-B for Aaron Daniel by Woody R. Triche, P.L.S. dated February 19, 2012; at request of property owner Aaron Daniel.” A motion to approve was made by Council Member Neisler; seconded by Council Member Olinde. Mayor Normand opened the floor for public comments. Hearing no comments a roll call vote was had with the following results:

Introduction of Ordinances:
Council Member Bourgeois introduced Ordinance #3 of 2012, 2011-2012 Budget Adjustment.
Council Member Olinde introduced Ordinance #4 of 2012, 2012-2013 General Fund Budget.
Council Member Hebert introduced Ordinance #5 of 2012, 2012-2013 Sewer Budget.

Resolutions and Commendations:
Resolution #1 of 2012- A motion to Discontinue Collection of Ad Valorem Taxes for the Year 2012 was made by Council Member Bourgeois; seconded by Council Member Hebert. The Mayor opened the floor for public comment. Hearing no comment, the motion passed unanimously.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for April. There were thirteen (13) first aid calls inside Town and twenty (20) outside Town. There were two (2) fire calls inside the Town and one (1) outside Town. There were two (2) trash fires and two (2) natural gas leaks. There was one (1) motor vehicle crash and one (1) mutual aid call. The total calls for the month were forty-two (42). The total for the year is one hundred twenty-five (125).

Police Department Report:
Report for the month of April was given by Chief Whaley. There were seven (7) wrecks, sixteen (16) bench warrant arrests, one (1) assault, one (1) theft, three (3) burglaries, three (3) alarms, three (3) assists to other agencies, five (5) juvenile matters, two (2) traffic arrests and eight (8) miscellaneous calls. For the month’s total, there were 49 calls, 183 citations and 227 violations.

Correspondence:
The Mayor read a letter from Kenneth Hasselwood, who resides in Belgium, thanking the Mayor, Council and citizens of Brusly for helping them during World War II.

Mayor’s Report:
Mayor Normand announced there would be smoke testing of the sewer lines on May 23rd and 24th. The Mayor gave a brief update on the progress of the Richard Street culvert installations and the repairs to Pecan Street. Mayor Normand reported on the replacement of an air handling unit, stating there would be monies appropriated in the next budget due to the aging of the building. The Mayor attended a meeting to discuss the Fire Sales Tax redistribution.

Remarks of Personal Privilege:
Several citizens voiced their concerns about cement dust coming from the commercial establishment Growing Green. Parish Council Member Kershaw gave a brief update on issues being discussed by the Parish Council. Council Member Bourgeois recognized Aaron Daniel for making a commitment to the future of this Town and to surrounding communities by constructing a new Pharmacy on East Main St.

Announcements:
Landmark Plaque Ceremony will be held May 20th at 12:15 PM. in the Town Hall.
Town Hall will be closed Monday May 28th in observance of Memorial Day.
