Town Meeting Minutes – Monday, August 13, 2012

The regular meeting of the Town of Brusly was held this date, August 13, 2012 at the Brusly Town Hall.
Council Member Hebert led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: None

A motion to approve the minutes of the Town’s regular meeting of July 9, 2012, was made by Council Member Bourgeois and seconded by Council Member Olinde. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
A motion to authorize Mayor Normand to sign a cooperative endeavor with WBR Parish for the purchase of a generator from the dissolved Waterworks District #1, at the price of $15,000.00, was made by Council Member André; seconded by Council Member Hebert. The Mayor opened the floor for public comment. Hearing no comments the motion passed unanimously.

Planning and Zoning Committee:
Upon the recommendation of the Planning & Zoning Commission, a motion to grant the variance request made by Mark Berger, 521 Gleason St., to encroach on the drainage servitude by five (5) feet was made by Council Member Bourgeois; seconded by Council Member Neisler. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously.

Mayor Normand opened the Derelict Building Condemnation Hearing on the property of Ella Mae Serrette Keith ET ALS, 153 E. Main St., asking if there was anyone to speak on behalf of the Keith ET ALS. Having no one present to speak, the Mayor explained the history of the property located at 153 E. Main St. After a brief discussion, a motion to set demolition of the building following Labor Day was made by Council Member André; seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comment. Hearing no comments a roll call vote was had with the following results:

Absent: None

Finance Committee:
Upon the recommendation of Mayor Normand, a motion to purchase the property of Rod Prejean, LOT B-6A adjacent to the Town property, for $30,000.00, was made by Council Member Hebert; seconded by Council Member Bourgeois. The Mayor opened the floor for public comment. Hearing no comments a roll call was had with the following results:

Nays: None
Absent: None

Personnel Committee:
Upon the recommendation of Mayor Normand, a motion to approve the revised Employee Manual was made by Council Member Neisler; seconded by Council Member Bourgeois. The Mayor opened the floor for public comment. There was a brief discussion which included the topics of municipal vehicle use and health insurance for retirees. Following the discussion, a roll call was had with the following results:

Hearing and Final Action on Ordinances:
Mayor Normand opened the Public Hearing for Ordinance #7 of 2012 to amend and re-enact Chapter 22, Nuisances, of the Code of Ordinances for the Town of Brusly, State of Louisiana, relative to Article IV Derelict Buildings, Dwellings and/or Other Structures, Condemnation, Demolition. After a brief discussion the Mayor closed the Public Hearing and turned it over to the Council for consideration. At the Mayor’s recommendation a motion to approve was made by Council Member André; seconded by Council Member Hebert. Mayor Normand opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:
Yeas: Neisler, Olinde, André, Bourgeois, Hebert
Nays: None
Absent: None

Mayor Normand opened the Public Hearing for Ordinance #8 of 2012 to amend and re-enact Chapter 19, Planning and Development Regulations, of the Code of Ordinances for the Town of Brusly, State of Louisiana, relative to Article A. General. After a brief discussion the Mayor closed the Public Hearing and turned it over to the Council for consideration. A motion to approve, with the effective date of January 1, 2013, was made by Council Member Neisler; seconded by Council Member Olinde. The Mayor opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:
Yeas: Olinde, André, Bourgeois, Hebert, Neisler
Nays: None
Absent: None

Introduction of Ordinances:
Ordinance #9 of 2012 – Chapter 4 Personnel, Section 4.11 & 4.12 Group Insurance for Retirees & Full-Time Employees was introduced by Council Member Bourgeois.

Ordinance #10 of 2012 – Chapter 27 General Provisions, Section 27.10 Use of Municipal Vehicles was introduced by Council Member Olinde.

Resolutions and Commendations: None

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for July. There were nine (9) first aid calls inside the Town and eleven (11) outside of Town. There was one (1) public assist. There were no fires inside or outside of Town. There were two (2) alarm system activations and two (2) brush fires. There were no motor vehicle crashes. The total calls for the month were twenty-five (25). The total for the year is two hundred seventeen (217).

Mayor Normand introduced Deno Moran with WBR Parish EOC. Mr. Moran gave a brief presentation about the new Mobile Emergency Command Center which he brought to the Town Hall for viewing after the meeting.

Police Department Report:
Report for the month of July was given by Sgt. Robertson. There was one (1) wreck, eight (8) bench warrant arrests, one (1) DWI arrest, three (3) thefts, six (6) alarms, six (6) assists to other agencies, nine (9) traffic arrests and sixteen (16) miscellaneous calls. For the month’s total, there were 50 calls, 175 citations and 244 violations.

Mayor’s Report:
Mayor Normand attended a meeting with WBR Parish Officials, along with representatives of Cinclare, to discuss future plans to widen the Ton Ton Canal.
The Mayor gave an update on the new aerators in the sewer ponds.
Mayor Normand announced that the public could now pay Brusly traffic tickets on line.
The Mayor attended a Bond Commission Meeting and a Teachers’ Luncheon hosted by the WBR Chamber of Commerce.

Remarks of Personal Privilege:
Parish Council Member Kershaw thanked Wayne Delapasse for his fast response to a drainage problem with the ditch in front of Brusly High School, during a recent Saturday work day.

Sgt. Robertson announced that Chief Whaley had purchased new Neighborhood Watch signs that will be posted throughout town.

Council Member Bourgeois stated that there are forms in the lobby to reserve the new History of WBR Parish Book that is being published by the WBR Historic Association.

Announcements:
The Town Hall will be closed Monday Sept. 3, 2012 for Labor Day.
The Town Committee Meeting will be changed from Monday the 3rd to Tuesday Sept. 4, 2012.

A motion was made by Council Member Olinde to adjourn; seconded by Council Member Hebert. The motion passed with a unanimous vote. The meeting adjourned at 7:19 PM.
