Town Meeting Minutes – Monday, November 12, 2012

The regular meeting of the Town of Brusly was held this date, November 12, 2012 at the Brusly Town Hall.
Council Member André led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: None

A motion to approve the minutes of the Town’s regular meeting of October 8, 2012, was made by Council Member André and seconded by Council Member Olinde. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee: None
Planning and Zoning Committee:
Mayor Normand presented a map showing the subdivision of a certain 16.27 Acre Tract of Land into Tracts 1 & 2 located at 539 N. LaBauve Avenue, which was favorably recommended to the Council by the Planning & Zoning Commission. A motion to approve the plat was made by Council Member André; seconded by Council Member Hebert. Mayor Normand opened the floor for public comments. Hearing no comments the motion passed unanimously.

Upon the recommendation of the Planning & Zoning Commission, a motion to grant the variance request made by Wilfred Dupuy, 1685 Pecan St., to reduce the front setback to the right of way servitude, was made by Council Member Bourgeois; seconded by Council Member Olinde. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously.

Mayor Normand read aloud from a letter he addressed to the Town Council, dated October 23, 2012. In the body of the letter Mayor Normand informed the Council that he was removing himself from all matters dealing with the Orleans West Subdivision since he and his wife have purchased a home in Orleans Quarters. The Mayor turned over all duties in this matter to Mayor Pro-tempore Bourgeois.

Mayor Pro-tempore Bourgeois presented Orleans West Phase 1 Final Plat. A motion to approve Phase 1 of Orleans West Subdivision was made by Council Member Olinde; seconded by Council Member Neisler. Mayor Pro-tempore Bourgeois opened the floor for public comment. Hearing no comments a roll call vote was had with the following results:

Mayor Normand recommended the approval of Stonewall Plantation Construction drawings contingent upon approval of West Baton Rouge Parish’s servitude size. A motion to approve was made by Council Member André; seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comment. Hearing no comments a roll call vote was had with the following results:

Recreation Committee:
Council Member Bourgeois presented the following homes which have been recommended to receive Landmark Plaques:
Lamar & Sue Thomas – 521 Gwin Street
Steve & Michele Sarradet – 334 W. Main Street
A motion to approve the homes for Landmark Plaques was made by Council Member Olinde; seconded by Council Member Neisler. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously.

Council Member Bourgeois made a motion to appoint Wilfred “Billy” Hebert to the Landmark & Heritage Commission as an Advisory Member. The motion was seconded by Council Member Hebert. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously.

Police Committee: None
Governmental Affair Committee:
A motion to authorize Mayor Normand to sign an agreement with ECivis was made by Council Member Bourgeois; seconded by Council Member Olinde. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously.

Resolutions and Commendations:
A motion to approve a resolution commending Brusly High School for attaining an “A” status was made by Council Member Bourgeois; seconded by Council Member André. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously.

A motion to approve a resolution to declare surplus movable property for sale at public auction and disposal of if not sold was made by Council Member Bourgeois; seconded by Council Member Olinde. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for October. There were five (5) first aid calls inside the Town, eleven (11) outside of Town and five (5) public assistance calls. There was one (1) fire inside and none outside of Town. There were two (2) dispatched & cancelled en route, four (4) trash fires, three (3) odor investigations and one (1) motor vehicle fire. There were two (2) motor vehicle crashes. The total calls for the month were thirty-four (34). The total for the year is three hundred twenty-one (321).

Police Department Report:
Report for the month of October was given by Chief Whaley. There were six (6) wrecks, six (6) bench warrant arrests, two (2) thefts, two (2) burglary, three (3) alarms, three (3) assist to other agencies, two (2) juvenile arrest, two (2) juvenile matters, one (1) traffic arrest and eleven (11) miscellaneous calls. For the month’s total, there were 38 calls, 28 citations and 44 violations.

Mayor’s Report:
Mayor Normand attended Red Ribbon Day at each of the Schools. The Mayor and Council Member Bourgeois attended a celebration in honor of Herbert Osborn Dickerson, a deceased Montfort Point Marine, at Antioch Baptist Church. The Mayor commended Council Member Bourgeois for coordinating the annual Veteran’s Day Ceremony at the Town Hall. Mayor Normand reported that the Fire Station generator had been installed, new signs had been placed at the end of LaBauve Avenue and sewer pipe smoke testing had been done at various locations around Town.

Remarks of Personal Privilege:
Council Member Bourgeois announced the great success of the Veteran’s Day Program thanks to many people who participated. Council Member Bourgeois reported the Brusly High School winners of the Essay Contest were as follows:
1st Place – Samantha Michelle
2nd Place – Carleigh Brown
3rd Place – Austin Watts
Council Member Bourgeois gave a special thanks to Ms. Purnell for bringing the All Parish Choir to sing selections at the Ceremony. Bourgeois also gave special thanks to Mrs. Virgie Dickerson McMorkle for speaking of her father, Herbert Osborn Dickerson of the Monford Point Marines, Mr. Walt LeMoine and Gary Soniat of Brusly High School, for allowing their students to participate in the Essay Contest, Debbie Berthelot and the office staff for their help in getting ready for the Program. Ms. Bourgeois also thanked Brenda Gomez and Ruth Landry for their help during the Program.

Council Member André reported that the Brusly High Football team had won the first round in the play offs and would be playing on Friday in the second round.

Announcements:
Town Hall will be Closed on Nov. 22nd & 23rd in Observance of Thanksgiving.
Town Surplus Auction Tentative Date – December 15, 2012.
No Garbage Collection or Recycle on November 22, 2012.
Garbage Collection will be November 26, 2012 and Recycle on November 29, 2012.

A motion was made by Council Member Olinde to adjourn; seconded by Council Member André. The motion passed with a unanimous vote. The meeting adjourned at 6:56 PM.
