Town Meeting Minutes – Monday, December 10, 2012

The regular meeting of the Town of Brusly was held this date, December 10, 2012 at the Brusly Town Hall.
Council Member Olinde led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: None

Mayor Normand introduced Kathy Stuart of the WBR Chamber of Commerce. Ms. Stuart presented the Economic Development Annual Report, describing projects coming to the parish.
A motion to approve the minutes of the Town’s regular meeting of November 12, 2012, was made by Council Member André and seconded by Council Member Neisler. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee: None

Planning and Zoning Committee: None

Finance Committee:
Upon Mayor Normand’s recommendation, a motion to approve Liquor Licenses for Back Brusly Grocery, JW Food Mart, Las Palmas, La. Bayou Bistro Restaurant and Athenos, was made by Council Member Bourgeois; seconded by Council Member Hebert. Mayor Normand opened the floor for public comments. Hearing no comments the motion passed unanimously.

A motion to approve the Town’s LA Compliance Questionnaire was made by Council Member André; seconded by Council Member Olinde. Mayor Normand opened the floor for public comments. Hearing no comments the motion passed unanimously.

Personnel Committee:
Upon Mayor Normand’s recommendation, a motion to approve the 2013 Holiday Schedule, as presented, was made by Council Member Bourgeois; seconded by Council Member Olinde. Mayor Normand opened the floor for public comments. Hearing no comments the motion passed unanimously.

Recreation Committee:
A motion to re-appoint Jim Rills, Shirley Jordan, Rose Jackson, Sara Grady , Margaret Canella, Billy Bourgeois and Henry Soniat to the Board of the Landmark & Heritage Commission, along with Brian Falcon, Kevin Durbin and Billy Hebert as Advisory Board Members was made by Council Member Bourgeois; seconded by Council Member Neisler. Mayor Normand opened the floor for public comments. Hearing no comments the motion passed unanimously.

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances: None

Introduction of Ordinances:
Council Member Bourgeois introduced an Ordinance to Amend Chapter 4, Personnel.

Resolutions and Commendations: None

Fire Department Report:
Asst. Fire Chief Hunts gave the Fire Chief’s report for November. There were ten (10) first aid calls inside the Town, fourteen (14) outside of Town and five (5) public assistance calls. There were no fires inside and one (1) outside of Town. There were three (3) odor investigations and one (1) motor vehicle fire. There were four (4) motor vehicle crashes and three (3) mutual aid calls. The total calls for the month were forty-one (41). The total for the year is three hundred sixty-two (362).

Police Department Report:
Report for the month of November was given by Chief Whaley. There were seven (7) wrecks, four (4) thefts, one (1) alarm, four (4) juvenile matters, four (4) traffic arrest and fourteen (14) miscellaneous calls. For the month’s total, there were 34 calls, 149 citations and 199 violations.

Mayor’s Report:
At the request of Wayne Delapasse, Maintenance Supervisor for the Town of Brusly, Mayor Normand gave special thanks to Mr. Daryll Ricard of Entergy for a speedy response to the Town’s request for repairs on the electrical service to Christmas Decorations around Town. Mayor Normand also expressed his appreciation to Council Member Hebert and Council Member Olinde for their service to the town, this being their last meeting to attend before leaving office.

Remarks of Personal Privilege:
Mr. Richard Hebert requested the Town look into getting a 25 foot servitude removed from his newly acquired property at 395 Highway 1 North.

Announcements:
The Arbor Day Ceremony is December 12th at 10:00 AM.
The Town Hall will be closed December 24th & 25th.
The Planning & Zoning Meeting is December 26th at 6:30 PM.
The Town Hall will be closed January 1st.
The Town Surplus Auction is January 5, 2013 at the Old Brusly Maintenance Barn at 10:00 AM.

A motion was made by Council Member Olinde to adjourn; seconded by Council Member Hebert. The motion passed with a unanimous vote. The meeting adjourned at 6:55 PM.
