Town Meeting Minutes – Monday, June 10, 2013

The regular meeting of the Town of Brusly was held this date, June 10, 2013 at the Brusly Town Hall.

Council Member Bourgeois led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Scot Rhodes, Joanne Bourgeois, Terry Richard, Shane André,
Don Neisler
Town Attorney: Thomas Acosta, Jr.

A motion to approve the minutes of the Town’s regular meeting of May 13, 2013, was made by Council Member Rhodes and seconded by Council Member André. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Normand gave a brief update on the sewer line leak investigation, stating that CES has committed to continue the search for the leak until found, at no further cost to the Town.

Planning and Zoning Committee:
Upon the recommendation of Mayor Normand a motion to reappoint Jeff Travasos to the Planning & Zoning Commission was made by Council Member Bourgeois; seconded by Council Member Neisler. The Mayor opened the floor for public comment. Hearing no comments the motion passed unanimously.

Mayor Normand recommended the approval of the Final Plat of Orleans West Subdivision Phase 2 under the condition that all fees be paid in full. A motion to approve the Mayor’s recommendation was made by Council Member Neisler; seconded by Council Member Rhodes. The Mayor opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Police Committee:
Upon the recommendation of Chief Whaley, a motion to hire Jewell Sims as a Part Time Police Officer at the rate of $15.00 per hour starting on June 11, 2013 was made by Council Member Bourgeois; seconded by Council Member Neisler. The Mayor opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances:
Ordinance #3 of 2013 –The ordinance to amend the appropriations ordinance of 2012-2013 to provide relative to appropriations for the income and expenses of the Town was read aloud and opened for Public Hearing by Mayor Normand. Hearing no comments from the public, Mayor Normand turned the issue over to the Council for Consideration. A motion to adopt Ordinance #3 of 2013 as presented was made by Council Member André; seconded by Council Member Richard. A roll call vote was had with the following result:
Yeas: Neisler, Rhodes, Richard, André, Bourgeois
Nays: None
Absent: None

Mayor Normand read aloud Ordinance #4 of 2013, to make appropriations for the expenses of the Town of Brusly for 2013-2014 and to provide relative to the expenditure of said appropriations. After a brief discussion, Council Member Rhodes moved to approve the Budget as presented with changes discussed; seconded by Council Member Bourgeois. The Mayor opened the floor for public comment. Hearing no comments, the Mayor turned the motion over to the Council for consideration. A roll call vote was taken with the following results:

Mayor Normand read aloud Ordinance #5 of 2013, to make appropriations for the expenses of the Town of Brusly Sewer System 2013-2014 and to provide relative to the expenditure of said appropriations. A motion to approve was made by Council Member André; seconded by Council Member Neisler. The Mayor opened the floor for public comment. Hearing no comments from the public, the Mayor turned it over to the Council for consideration. A roll call vote was taken with the following results:

Absent: None

Mayor Normand read aloud Ordinance #6 of 2013, to amend and reenact the code of ordinances Chapter 19.18(d) relative to sewer connection fees. After some discussion a motion to table was made by Council Member Neisler; seconded by Council Member Bourgeois. The Mayor opened the floor for public comment. Hearing no comments from the public, the Mayor turned it over to the Council for consideration. The motion passed unanimously.

Introduction of Ordinances:
Council Member André introduced an Ordinance for a 2012/2013 sewer budget adjustment.

Resolutions and Commendations:
Resolution #3 of 2013 to Appoint Wright, Moore, Dehart, Dupuis & Hutchinson LLC for 2012/2013 Fiscal Year Audit was recommended by Mayor Normand. A motion to approve was made by Council Member Bourgeois; seconded by Council Member Richard. The Mayor opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Resolution #4 of 2013 to recognize WBR Water District #2 was recommended by Mayor Normand. A motion to approve was made by Council Member Bourgeois; seconded by Council Member André.
The Mayor opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for May. There were six (6) first aid calls inside the Town and fourteen (14) outside of Town. There were no fires inside of Town and one (1) outside of Town. There was one (1) trash fire, one (1) false alarm and two (2) electrical problems. There were three (3) motor vehicle crashes and two (2) mutual aid calls. The total calls for the month were thirty (30). The total for the year is one hundred fifty-nine (159).

Police Department Report:
Report for the month of May was given by Chief Whaley. There were five (5) wrecks, one (1) stolen auto, seven (7) bench warrant arrests, one (1) assault, one (1) robbery, one (1) burglary, six (6) alarms, six (6) assists to other agencies, one (1) 911 call, two (2) juvenile matters, eleven (11) traffic arrests and thirty-four (34) miscellaneous calls. For the month’s total, there were 76 calls, 473 citations and 565 violations.
Correspondence:
The Town received a thank you note from the West Baton Rouge Foundation for Academic Excellence for sponsoring a team in the Golf Tournament.

Mayor’s Report:
Mayor Normand thanked Mayor Pro Tempore Rhodes for covering for him while he was out of the country on vacation. The Mayor reported that new carpet had been installed in the main office of the Town Hall. Mayor Normand gave a power point presentation of highlights of his trip to Eastern Europe.

Remarks of Personal Privilege:
WBR Parish Council Member Kershaw gave a brief update on Parish projects.

Announcements:
WBR Waterworks District #2 Reception will be held July 1st at 6:00 PM at the Town Hall.
Town Hall will be closed for Business, Monday July 4th in observance of Independence Day.

A motion was made by Council Member André to adjourn; seconded by Council Member Neisler. The motion passed with a unanimous vote. The meeting adjourned at 7:15 PM.
