Town Meeting Minutes – Monday, July 8, 2013

The regular meeting of the Town of Brusly was held this date, July 8, 2013 at the Brusly Town Hall.

Council Member Rhodes led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Scot Rhodes, Joanne Bourgeois, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: Terry Richard, Shane André

A motion to approve the minutes of the Town’s regular meeting of June 10, 2013, was made by Council Member Bourgeois and seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Recreation Committee:
Mayor Normand requested authorization to sign Cooperative Endeavors with the following entities for the purpose of allocating budgeted recreational funds as approved by the Town:
WBR Parish School Board – $23,000
WBR Parish – $500.00
Brusly High School Panther Paws – $500.00
WBR Foundation – $500.00
A motion to approve was made by Council Member Neisler; seconded by Council Member Bourgeois. The Mayor opened the floor for public comments. Hearing no comments the motion passed unanimously.

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances:
Ordinance #6 of 2013, to amend and reenact the code of ordinances Chapter 19.18(d) relative to sewer connection fees was read aloud and opened for Public Hearing by Mayor Normand. Hearing no comments from the public, Mayor Normand turned the issue over to the Council for Consideration. A motion to adopt Ordinance #6 of 2013 was made by Council Member Rhodes; seconded by Council Member Bourgeois. A roll call vote was had with the following result:
Yeas: Bourgeois, Neisler, Rhodes
Nays: None
Absent: Richard, André

Ordinance #7 of 2013 –The ordinance to amend the appropriations ordinance of 2012-2013 to provide relative to appropriations for the income and expenses of the Brusly Sewer System was read aloud and opened for Public Hearing by Mayor Normand. Hearing no comments from the public, Mayor Normand turned the issue over to the Council for Consideration. A motion to adopt Ordinance #7 of 2013 as presented was made by Council Member Neisler; seconded by Council Member Rhodes. A roll call vote was had with the following result:
Yeas: Neisler, Rhodes, Bourgeois
Nays: None
Absent: Richard, André

Resolutions and Commendations:
Resolution #5 of 2013 to concur with the WBR Parish Council on the creation of a Parish wide Fire District was recommended by Mayor Normand. A motion to approve was made by Council Member Bourgeois; seconded by Council Member Neisler. The Mayor opened the floor for public comment. Hearing no comments a roll call vote was had with the following results:
Yeas: Rhodes, Bourgeois, Neisler
Nays: None
Absent: Richard, André

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for June. There were nine (9) first aid calls inside the Town and ten (10) outside of Town. There were no fires inside of Town and one (1) outside of Town. There was one (1) smoke scare, three (3) false alarms, one (1) grass fire and three (3) gas leak odor investigations. There were two (2) motor vehicle crashes and two (2) mutual aid calls. The total calls for the month were thirty (32). The total for the year is one hundred ninety-one (191).

Police Department Report:
No report was given for the month of June.
Correspondence:
The Mayor read from a note from Henry Soniat, Jr. thanking the Town for recognizing the families of those who established and served customers of Water Board District#2.

Mayor’s Report:
Mayor Normand thanked Asst. Fire Chief Hunts for giving the presentation at the annual Town Hurricane Preparedness Meeting. Mayor Normand gave a brief update on the Allene Street Culvert Project. Mayor Normand attended a CRPC Meeting and the Chamber of Commerce monthly meeting. The Mayor thanked Council Member Bourgeois and the Town’s staff for coordinating the reception for the Water Board District#2.

Remarks of Personal Privilege:
WBR Parish Council Member Kershaw thanked Council Members for passing the Resolution supporting the creation of one Fire District within the Parish. Kershaw also announced the opening of water parks/splash pads located within the Parish Park System.

Announcements:
There will be a Landmark & Heritage meeting July 15th at 6:30 PM.

A motion was made by Council Member Rhodes to adjourn; seconded by Council Member Bourgeois. The motion passed with a unanimous vote. The meeting adjourned at 6:47 PM.
