Town Meeting Minutes – Monday, November 11, 2013

The regular meeting of the Town of Brusly was held this date, November 11, 2013 at the Brusly Town Hall.

Council Member Bourgeois led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Scot Rhodes, Joanne Bourgeois, Terry Richard, Shane André,
Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: None

A motion to approve the minutes of the Town’s regular meeting of October 14, 2013, was made by Council Member Bourgeois and seconded by Council Member André. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee: None

Planning and Zoning Committee:
Mayor Normand read aloud a Variance Request for Non Compliance – Sec. 19.31.1 Zoning District R-1 for Clifford J. Guidry at 1826 Allene Street to reduce the side setback from 10 feet to 0 feet for the purposes of building a camper cover. The Variance having been favorably recommended by the Planning & Zoning Commission, a motion to approve was made by Council Member André; seconded by Council Member Neisler. The Mayor opened the floor for public comments. Hearing no comments the motion passed unanimously.

Mayor Normand read aloud a Variance Request for Non Compliance – Sec. 19.6 Drainage Servitude Encroachment for Ryder Simoneaux at 2670 Orleans Quarters Dr. to build a fence. The Variance having been favorably recommended by the Planning & Zoning Commission, a motion to approve was made by Council Member Bourgeois; seconded by Council Member Richard. The Mayor opened the floor for public comments. Hearing no comments the motion passed unanimously.

Police Committee: None

Governmental Affair Committee:
A motion to authorize the Mayor to sign an Intergovernmental Agreement with WBRP Utilities concerning the Water Board building, which is located on Town of Brusly property was made by Council Member Bourgeois; seconded by Council Member Rhodes. The Mayor opened the floor for public comments. Hearing no comments the motion passed unanimously.

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances: None

Introduction of Ordinances:
Council Member André introduced an Ordinance for 2013-2014 budget adjustments.

Resolutions and Commendations:
Mayor Normand read aloud Resolution 9 of 2013-DEQ Environmental Audit. A motion to approve was made by Council Member André; seconded by Council Member Rhodes. The Mayor opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for October. There were eight (8) first aid calls inside the Town, six (6) outside of Town and four (4) public assist calls. There were no fires inside or outside of Town. There were two (2) false alarms, one natural gas leak and three (3) motor vehicle crashes. There were two (2) mutual aid calls to Addis and one (1) to Port Allen. The total calls for the month were twenty-seven (27). The total for the year is three hundred five (305).

Police Department Report:
No one from the Police Department attended the meeting.

Mayor’s Report:
Mayor Normand attended Red Ribbon Week at Brusly Elementary, Lukeville Upper Elementary and Brusly High School. The Mayor thanked the Council Member Bourgeois and the Town’s staff for coordinating the Veteran’s Day Program which was held today at the Town Hall. Mayor Normand also attended an Arbor Day Ceremony sponsored by the Town at Alexander Park on November 6th.

Remarks of Personal Privilege:
Council Member Bourgeois announced the Brusly High School winners of the annual Veteran’s Day Essay Contest; first place- Maddie Palermo; second – Gunner Wright and third – Zeaven Hunt. Council Member Bourgeois expressed gratitude to Cara Phelps for encouraging her students to participate in the contest.
Council Member Bourgeois thanked Mayor Normand, Council Member Neisler and Rosa Stelly for judging the Essay Contest. Council Member Bourgeois also thanked the Town Hall staff and Town Maintenance crew for their help with the Veteran’s Day Reception.

Announcements:
Ground Breaking for New Police Station- November 15th at 9:00AM
Planning & Zoning Meeting changed from Nov. 27th to Nov. 20th
Town Hall Closed Nov. 28th & 29th in Observance of Thanksgiving
Planning & Zoning Meeting for December will be Dec. 18th

A motion was made by Council Member André to adjourn; seconded by Council Member Richard. The motion passed with a unanimous vote. The meeting adjourned at 6:40 PM.
