Town Planning & Zoning Meeting Minutes – Wednesday, November 20, 2013

MINUTES OF THE BRUSLY PLANNING & ZONING COMMISSION MEETING
November 20, 2013

The regular meeting of the Brusly Planning & Zoning Commission was held this date, November 20, 2013 at the Brusly Town Hall. Chairperson Rosa Stelly called the meeting to order at 6:30 PM.

Commissioner Travasos led the Pledge of Allegiance. A roll call determined the following officials present:
Chairperson: Rosa Stelly
Commissioners: Ronda Perrault, Jeff Travasos, Steve Perkins
Absent: Kim LeMoine, Gary Soniat, Claudette Purnell

Others present included Joanne Bourgeois, Don Neisler, Pat Travasos, Keith & Shelia LeJeune and Michael Boudreaux

A motion to approve the minutes of the Planning & Zoning regular meeting of October 23, 2013 as written was made by Commissioner Perrault and seconded by Commissioner Travasos. The minutes were approved unanimously.

Zoning:
Chairperson Stelly read aloud a Variance Request for Non Compliance – Sec. 18.13 (c) Accessory Structure/Uses for Michael Boudreaux to build a pool house which contains a shower. Mr. Boudreaux presented the variance request stating his intentions were to build a pool house which will have a steam room with a shower. Mr. Boudreaux assured the Commission that there would not be any living quarters in the accessory structure. A motion to recommend the variance to the Town Council was made by Commissioner Perrault; seconded by Commissioner Perkins. A roll call vote was had with the following results:
Yeas: Perrault, Stelly, Travasos, Perkins
Nays: None
Absent: Purnell, Soniat, LeMoine

Chairperson Stelly read aloud a Variance Request for Non Compliance – Sec. 19.31.1 Zoning District R-1, Side Setback for Thomas Clouatre at 2964 Live Oak Drive, to reduce the side setback from 10 feet to 8 feet for the purpose of building an RV cover. Chairperson Stelly called for anyone to speak on behalf of the request. No one being present to represent the variance request, Chairperson Stelly recognized Mr. Thomas LeJeune, the neighboring property owner. Mr. LeJeune expressed concerns about drainage. After a brief discussion, a motion to table the request for lack of representation was made by Commissioner Travasos; seconded by Commissioner Perkins. A roll call vote was had with the following results:
Yeas: Stelly, Travasos, Perkins, Perrault
Nays: None
Absent: Purnell, Soniat, LeMoine
Planning:
Chairperson Stelly read aloud a Variance Request for Non Compliance – Sec. 19.6 Drainage Servitude Encroachment for John & Mary D’Albor at 1491 Orleans Quarters Dr. to encroach upon the drainage servitude to build a fence on the property line. After a brief discussion, a motion to recommend the variance to the Town Council was made by Commissioner Perrault; seconded by Commissioner Perkins. A roll call vote was had with the following results:
Yeas: Travasos, Perkins, Perrault, Stelly
Nays: None
Absent: Soniat, Purnell, LeMoine

At the request of Chairperson Stelly, a motion to make a blanket recommendation to the Town Council for all future variance requests to build a fence on the drainage servitude of properties, located on Orleans Quarters Drive, which have covered ditches, was made by Commissioner Perrault; seconded by Commissioner Travasos. A roll call vote was had with the following results:
Yeas: Perrault, Stelly, Travasos, Perkins
Nays: None
Absent: Soniat, Purnell, LeMoine

Other Business: None

Remarks of Personal Privilege:
Mr. Michael Boudreaux expressed concerns about the need for fences surrounding retention ponds, stating the danger of children using them as swimming holes.

Announcements: None

A motion was made by Commissioner Travasos to adjourn; seconded by Commissioner Perkins. The motion passed with a unanimous vote. The meeting adjourned at 6:50 PM.
