Town Meeting Minutes – Monday, March 10, 2014

The regular meeting of the Town of Brusly was held this date, March 10, 2014 at the Brusly Town Hall.

Council Member Bourgeois led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Scot Rhodes, Joanne Bourgeois, Terry Richard, Shane André, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: None

Mayor Normand introduced Dino Moran, Director of the WBR Parish 911 Center. Mr. Moran gave a brief overview of the 911 Center’s procedures. Mr. Moran encouraged everyone to register their cell phones with the 911 Center.

A motion to approve the minutes of the Town’s regular meeting of February 10, 2014, was made by Council Member Bourgeois and seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee: None

Planning and Zoning Committee:
Mayor Normand presented the Preliminary Plat Orleans West Subdivision Second Filing (Proposed Lots 1-7) Located in Sec. 55, T8S-R12E, SED, West Baton Rouge Parish, Louisiana with for DAGR, LLC with Variance Request – Non-Compliance – Sec. 19.10 (d) Dead-end Streets – (cul-de-sac) and Non-Compliance – Sec. 19.18 Improvements – (f) Utilities, (1) Water & (2) Gas which was passed through the Planning & Zoning Commission with no recommendations. A motion to approve the preliminary plat with the cul-de-sac variance, requiring galvanized metal guard railings at each dead end street, and to deny the utilities variance was made by Council Member Neisler; seconded by Council Member André.

Mayor Normand opened the floor for public comment. Mr. Shawn Hima of Alvin Fairburn & Associates, LLC explained the reasons for requesting the variances presented. Rusty Daigle, Cheryl Ordeneaux and Joe Marin expressed their opposition to the subdivision and variances requested, sewer connections, drainage and the fact that the Planning & Zoning Commission did not render a recommendation to the Council on the plat. Council Members Richard and Neisler urged the residents of Orleans Quarters to have dialog with the developer so the proposed houses will face Orleans Quarters Drive. Hearing no further comments, the Mayor turned the matter over to the Council for consideration. After discussion by the Council, and a clarification of the number of variances for the original Orleans Quarters subdivision, a roll call vote was had with the following results:
Yeas: Bourgeois, Neisler, Richard, André
Nays: Rhodes
Absent: None

Mayor Normand presented the Final Plat Showing the Re-subdivision of a 16.256 Acre Tract into Tracts HT-1 & HT-2 Located in Sec. 55, T8S, R12E, S. E. Land District, West of the Mississippi River, Town of Brusly, Parish of WBR, State of LA for Hubert Thibodeaux (601 N. LaBauve Ave.). Having been favorably recommended by the Planning & Zoning Commission, a motion to approve was made by Council Member André; seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously.

Police Committee:
Police Chief Whaley recommended hiring Kasey Parault as a Full Time Officer at the rate of $15.00 per hour. Council Member André made a motion to approve Chief Whaley’s recommendation; seconded by Council Member Richard. The Mayor opened the floor for public comment. Hearing no comments the motion passed unanimously.

Hearing and Final Action on Ordinances: None

Introduction of Ordinances:
Council Member Bourgeois introduced Ordinance #1 of 2014 – Chapter 15 Flood Damage Prevention.

Resolutions and Commendations:
Mayor Normand presented a certificate of appreciation for 13 years of service to the Planning & Zoning Commission to Rosa Stelly.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for February. There were five (5) first aid calls inside the Town and fourteen (14) outside of Town. There was one (1) fire inside of Town and none outside of Town. There was one (1) fire investigation, one (1) vehicle fire and one (1) natural gas leak. The total calls for the month were twenty-three (23). The total for the year is forty-seven (47).

Police Department Report:
Police Department Report for the month of February was given by Chief Whaley. There were seven (7) wrecks, ten (10) bench warrant arrests, one (1) theft, four (4) alarms, one (1) drug arrest, one (1) juvenile matter, twenty (20) traffic arrests and eight (8) miscellaneous calls. For the month’s total, there were 52 calls, 272 citations and 385 violations.

Mayor’s Report:
Mayor Normand reported on debris removal from the sewer pond area and new lettering on the maintenance barn. The Mayor welcomed Wayne Delapasse back to work after a three week illness and asked for prayers for Don Manuel who is a seriously ill.

Remarks of Personal Privilege:
Council Member Bourgeois announced there would be a Landmark & Heritage Ceremony on April 13, 2014 at 3:00 PM. Fire Chief Alleman explained “Project Lifesaver” for which he received training through the Port Allen Fire Department.

Announcements: None

A motion was made by Council Member André to adjourn; seconded by Council Member Rhodes. The motion passed with a unanimous vote. The meeting adjourned at 7:21 PM.
