The regular meeting of the Town of Brusly was held this date, July 14, 2014 at the Brusly Town Hall.

Council Member Richard led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Joanne Bourgeois, Terry Richard, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: Scot Rhodes, Shane André

A motion to approve the minutes of the Town’s regular meeting of June 9, 2014, was made by Council Member Bourgeois and seconded by Council Member Richard. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee: None
Planning and Zoning Committee:
Upon Mayor Normand’s recommendation, a motion to approve the Orleans West Construction Drawings, contingent upon the engineer’s approval of minor changes to the drawings, was made by Council Member Neisler; seconded by Council Member Richard. Mayor Normand opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Absent: Rhodes, André

Finance Committee:
Mayor Normand requested authorization to sign Cooperative Endeavors with the following entities for the purpose of allocating budgeted funds as approved by the Town:
WBR Parish School Board – $21,500
Brusly High School Panther Paws – $500.00
WBR Foundation for Academic Excellence – $500.00
Panther Wrestling Club – $2,700
A motion to approve was made by Council Member Bourgeois; seconded by Council Member Richard. The Mayor opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Consideration of Vetoed Ordinances: None
Hearing and Final Action on Ordinances:
Mayor Normand read aloud Ordinance #6 of 2014, to amend and re-enact the Code of Ordinances of the Town of Brusly, Louisiana, Chapter 22-Nuisance. The Mayor opened the Public Hearing. Mayor Normand explained that further changes were needed to the chapter, other than had been previously advertised in the paper. Hearing no other comments from the public, the Mayor turned the matter over to the Council for consideration. A motion to defer any action until new advertising could take place was made by Council Member Bourgeois; seconded by Council Member Neisler. A roll call vote was taken with the following results:

Introduction of Ordinances:
Council Member Richard introduced Ordinance 7 of 2014 – Chapter 11 – Fire Protection & Prevention.
Council Member Bourgeois introduced Ordinance 8 of 2014 – Chapter 19 – Planning & Development Regulations, Section 19.22 – Map.

Resolutions and Commendations: None

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for June. There were fourteen (14) first aid calls inside the Town and thirteen (13) outside of Town. There were no fires inside or outside of Town. There was one (1) alarm activation, two (2) canceled calls, two (2) arcing transformers and one (1) trash fire. There were three (3) motor vehicle crashes and one (1) mutual aid call. The total calls for the month were thirty-seven (37). The total for the year is one hundred seventy (170).

Police Department Report:
Police Department Report for the month of June was given by Interim Police Chief Johnson. There were five (5) wrecks, eleven (11) bench warrant arrests, one (1) assault, one (1) damage to property, one (1) disturbing the peace, nine (9) alarms, nine (9) assistance to other agencies, three (3) traffic arrests and forty-eight (48) miscellaneous calls. For the month’s total, there were 88 calls, 28 citations and 36 violations.

Chief Johnson presented a list of 17 serial numbers for the new Glock guns that were purchased in the swap program previously approved by the Council. Chief Johnson reported that a new police unit had been ordered under State Contract, as approved in the 2014/2015 Town budget. The Chief also reported that the Police Department inventory was very near completion. Johnson thanked Gail Alleman, Ned Robertson, Paul Marionneaux and the entire force for their work in getting the inventory done.

Correspondence:
The Mayor received an email from Mr. Hollins, the Brusly High School Band Director, thanking the Town for purchasing new band instruments.

Mayor’s Report:
Mayor Normand thanked the staff for working the CRPC dinner meeting which the Town hosted in June. The Mayor also thanked Jeff Woolf, Joe Mancuso and Charles Delapasse for cooking the very good meal that was served at the meeting. Mayor Normand reported that a culvert collapsed on Julien St.; it has been repaired by Maintenance Department staff. Mayor Normand viewed an impressive 20 foot tall replica of the State Capital which had been carved by inmates at the prison. The replica will be displayed in the New Orleans Super Dome for the Police Jury Convention.

Remarks of Personal Privilege:
Council Member Bourgeois reported that new benches, made of recycled material, had been installed at Alexander Park. She also thanked Wayne Delapasse and staff for quickly addressing a Gwin Street sign
which fell during a recent severe rainstorm.

Announcements:
There will be a Landmark & Heritage meeting July 21st at 6:30 PM in the Town Hall chambers.

A motion was made by Council Member Neisler to adjourn; seconded by Council Member Richard. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:53 PM.
