Town Meeting Minutes – Monday, February 9, 2015

The regular meeting of the Town of Brusly was held this date, February 9, 2015, at the Brusly Town Hall.
Council Member Richard led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Scot Rhodes, Joanne Bourgeois, Terry Richard, Shane André,
Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: None

A motion to approve the minutes of the Town’s regular meeting of January 12, 2015, was made by Council Member Bourgeois and seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee: None

Planning and Zoning Committee:
Mayor Normand presented the Final Plat of Map Showing Subdivision of Tracts B, C, & a Portion of D into Tracts B-1, B-2, C- 1, & C-2 Being a Portion of the Original Venzule J. Schexnayder Estate Located in Section 13 & 14, T-8-S, R-12-E Southeastern Land District West of the Mississippi River Town of Brusly West Baton Rouge Parish, Louisiana for Arlene Hebert Triche & Woody R. Triche.
A motion to approve the subdivision as presented with the removal of the word “only” and the addition of the words “present and” in the subdivision notes for the private access and utility servitude, was made by Council Member Rhodes; seconded by Council Member André. The Mayor opened the floor for public comment. After hearing concerns from the public about the width of the access servitude, Council Member Neisler stated that the subdivision met all the requirements of Section 19.8 of the Town of Brusly Ordinances. Hearing no other comments a roll call vote was had with the following results:

Mayor Normand presented the Final Plat of Map Showing Subdivision of the Remaining Portion of Tract
D into Tracts D-1, D-2, D-3, D-4 & D-5 Being a Portion of the Original Venzule J. Schexnayder Estate
Located in Section 13 & 14, T-8-S, R-12-E Southeastern Land District West of the Mississippi River
Town of Brusly West Baton Rouge Parish, Louisiana for Arlene Hebert Triche & Woody R. Triche.
A motion to approve the subdivision with the removal of the word “only” and the addition of the words “present and” in the subdivision notes for the private access and utility servitude, was made by
Council Member Rhodes; seconded by Council Member Neisler. It was also stipulated that the existing sewer servitude needed to be shown on the plat. The Mayor opened the floor for public comment. Hearing no comments a roll call vote was had with the following results:

Mayor Normand read aloud a Variance Request for Non-Compliance – Sec. 19.6 Servitude Encroachment for Sydney Sovine at 3522 Orleans Quarters Dr. to build a fence. The Variance having been favorably recommended by the Planning & Zoning Commission, a motion to approve was made by Council Member Bourgeois; seconded by Council Member Richard. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

The Variance having been favorably recommended by the Planning & Zoning Commission, a motion to approve was made by Council Member André; seconded by Council Member Neisler. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Governmental Affair Committee:
Council Member Bourgeois described the home at 117 East Main Street, previously owned by Landen and Myrtis Alexander, now owned by L. J. Boniol, that had been recommended to receive a Landmark Plaque by the Landmark & Heritage Commission. A motion to approve the home for a Landmark Plaque was made by Council Member Bourgeois; seconded by Council Member André. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances:
Ordinance #2 of 2015, to amend the appropriations ordinance of 2014-2015 to provide relative to appropriations for the income and expenses of the Town was read aloud and opened for Public Hearing by Mayor Normand. Hearing no comments from the public, Mayor turned the issue over to the Council for Consideration. A motion to adopt Ordinance #2 of 2015 as presented was made by Council Member Bourgeois; seconded by Council Member André. A roll call vote was had with the following result:
Yeas: Richard, André, Bourgeois, Neisler, Rhodes
Nays: None
Absent: None

Ordinance #3 of 2015, to amend the appropriations ordinance of 2014-2015 to provide relative to appropriations for the income and expenses of the Town of Brusly Sewer System was read aloud and opened for Public Hearing by Mayor Normand. Hearing no comments from the public, Mayor turned the issue over to the Council for Consideration. A motion to adopt Ordinance #3 of 2015 as presented was made by Council Member Neisler; seconded by Council Member Richard. A roll call vote was had with the following result:
Yeas: André, Bourgeois, Neisler, Rhodes, Richard
Nays: None
Absent: None

Introduction of Ordinances: None
Resolutions and Commendations:
Resolution #1 of 2015 to declare surplus and set the minimum price at $500 a 2007 Ford Crown Victoria was recommended by Police Chief Lefeaux. A motion to approve the resolution was made by Council Member André; seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Resolution #2 of 2015, the trade of one 2009 Chevy Pickup for three Ford Crown Victoria vehicles from the WBR Parish Sheriff’s Office, was recommended by Police Chief Lefeaux. A motion to approve the resolution was made by Council Member Bourgeois; seconded by Council Member Richard. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Resolution #3 of 2015 to rename Archie LeJeune Road was recommended to the Council by Mayor Normand. A motion to approve the resolution was made by Council Member André; seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Police Department Report:
Police Department Report for the month of January was given by Chief Lefeaux. There were six (6) wrecks, eighteen (18) bench warrant arrest, one (1) theft, two (2) burglaries and one (1) alarm. There were five (5) calls for assistance from other agencies, one (1) drug arrest, thirty (30) traffic arrests and twenty-two (22) miscellaneous calls. For the month’s total, there were 86 calls, 364 citations and 459 violations.

Mayor’s Report:
Mayor Normand attended classes on Tax Seizures and Planning & Zoning Issues at the LMA Mid-Winter Conference. The Mayor gave a brief update on the Police Station Project. Mayor Normand commended Town employee Jamie Loupe and the Town’s Staff for designing and constructing the Town’s parade float which won second place at the Addis Mardi Gras Parade.

Remarks of Personal Privilege:
Council Member Bourgeois reported that Mary Delapasse, who served as Executive Director of Keep WBR Beautiful from 2008 through the end of 2014, received the Pride of West Baton Rouge Award from the Chamber Commerce.

WBR Parish Council Member Kershaw reported that the parish received an increase of 18.7% in sales tax revenue for the year.

Announcements:
The Town Hall will be closed February 17, 2015 for Mardi Gras.

A motion was made by Council Member Rhodes to adjourn; seconded by Council Member André. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 6:58 PM.
