Town Meeting Minutes – Monday, March 9, 2015

The regular meeting of the Town of Brusly was held this date, March 9, 2015, at the Brusly Town Hall.
Council Member Neisler led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Scot Rhodes, Joanne Bourgeois, Terry Richard, Shane André, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: None

Mayor Normand recognized Ms. Kathy Stuart, Executive Director of the WBR Chamber of Commerce, who presented the 2015 West Baton Rouge Business Annual Report. After presenting the annual report, Ms. Stuart stated that she would be leaving the WBR Chamber of Commerce to work for U.S. Senator Bill Cassidy. Upon the completion of the presentation Mayor Normand presented a Certificate of Appreciation to Ms. Kathy Stuart for her excellent leadership of the WBR Chamber of Commerce.

Upon the recommendation of Mayor Normand, a motion to adopt Resolution 4 of 2015, expressing appreciation to Kathy Stuart for her excellent leadership of the WBR Chamber of Commerce, was made by Council Member Bourgeois; seconded by Council Member Neisler. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

A motion to approve the minutes of the Town’s regular meeting of February 9, 2015, was made by Council Member Rhodes and seconded by Council Member André. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee: None

Planning and Zoning Committee:
Upon the recommendation of Mayor Normand and having exhausted all channels to work with the owners to bring the building up to code, a motion to approve the Condemnation Order of 407 Gwin Street was made by Council Member André; seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Nays: None
Absent: None

Mayor Normand read aloud a Variance Request for Non-Compliance – Sec. 19.6 Servitude Encroachment for Tonnisha Ellis at 2699 Orleans Quarters Dr. to build a fence. The Variance having been favorably recommended by the Planning & Zoning Commission, a motion to approve was made by Council Member Bourgeois; seconded by Council Member Richard. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

At Mayor Normand’s request a motion to add the Variance Request from Brett Dietrich to the agenda was made by Council Member André; seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comments. Hearing no comments, a roll call vote was had with the following results:

Upon the recommendation of Mayor Normand, a motion to approve the final plat of Orleans West Second Filing, conditional upon completion of the punch list, was made by Council Member Neisler; seconded by Council Member André. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Finance Committee:
Upon the recommendation of Mayor Normand and advice of Roy Waggenspack of Owen & White, a motion to accept the lowest bid of $226,050.00 from Barber Brothers Contracting Co. for the 2014/2015 Street Overlay Project, was made by Council Member Rhodes; seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Personnel Committee: None

Recreation Committee:
Mayor Normand announced that the Brusly High School Wrestling team won 1st place at the recent State Tournament.

Police Committee:
Chief Lefeaux made a recommendation to hire Dan Cipriano as a Full Time Police Officer, at the rate of $17.00 an hour, staring April 1, 2015. Chief Lefeaux explained that Cipriano has been a Part Time Brusly Police Officer sense 2011. A motion to approve the recommendation was made by Council Member Richard; seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed unanimously. The Mayor and Council welcomed Officer Cipriano.

Upon Mayor Normand’s recommendation, a motion to accept the bid of $526.00 from Black’s Auto Salvage for a 2007 Crown Vic, was made by Council Member Rhodes; seconded by Council Member André. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Governmental Affair Committee: None

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances: None

Introduction of Ordinances: None

Resolutions and Commendations:
Resolution #5 of 2015 to trade a X2 Taser Gun for a X26 Taser Gun was recommended by Police Chief Lefeaux. A motion to approve the resolution was made by Council Member André; seconded by Council Member Richard. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed unanimously.

At Chief Lefeaux’s direction, Asst. Chief Tom Southon gave a summary of case #B-0052-15 and presented a Certificate of Excellence to Officer Jeremy Thompson for his outstanding performance.

Police Department Report:
Police Department Report for the month of February was given by Chief Lefeaux. There were eleven (11) wrecks, fifteen (15) bench warrant arrests, one (1) damage to property and six (6) alarms. There was one (1) drug arrest, one (1) juvenile matter, nine (9) traffic arrests, sixteen (16) miscellaneous calls and thirty (30) insurance tows. For the month’s total, there were 90 calls, 304 citations and 402 violations.

Mayor’s Report:
Mayor Normand attended the WBR Chamber of Commerce lunch meeting. The Mayor gave a brief update on maintenance projects and the New Police Station project.

Remarks of Personal Privilege:
Council Member Bourgeois read at the Elementary school for Dr. Seuss Day.

Announcements:
Household Hazardous Material Collection day is March 21st from 8:00 am to 12:00 pm at the Louis A. Mouch Jr. Multi Purpose Arena.
The Town Hall will be closed April 3rd for Good Friday.
There is a Tax Election on March 23, 2015.

A motion was made by Council Member Richard to adjourn; seconded by Council Member Rhodes. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 6:58 PM.
