Town Planning & Zoning Meeting Minutes – Wednesday, May 27, 2015

MINUTES OF THE BRUSLY PLANNING & ZONING COMMISSION MEETING
MAY 27, 2015

The regular meeting of the Brusly Planning & Zoning Commission was held this date, May 27, 2015, at the Brusly Town Hall. Chairman LeMoine called the meeting to order at 6:30 PM.
Commissioner Perrault led the Pledge of Allegiance. A roll call determined the following officials present:
Chairman: Kim LeMoine
Commissioners: Steve Guidry, Ronda Perrault, Claudette Purnell, Gary Soniat, Jeff Travasos
Absent: Steve Perkins

Others present included Joanne Bourgeois, Don Neisler, Rosa Stelly, Jane Caillouet, Mike Ware, Lisa Ware, Sherry Pourciau, Laken Bourgoyne, Cletus Langlois and Travis LeMoyne.

A motion to approve the minutes of April 22, 2015 regular meeting of the Planning & Zoning, as written, was made by Commissioner Travasos and seconded by Commissioner Purnell. The minutes were approved unanimously.

Planning:
A. Variance Request :
Chairman LeMoine read aloud the Variance Request from Laken N. Bourgoyne at 2640 Orleans Quarters Drive – Non-Compliance –Sec.19.6 Servitude Encroachment – To Build a Patio. Ms. Bourgoyne explained the request as shown in a diagram. Following discussion, Commission Travasos offered a motion to recommend approval to the Town Council; seconded by Commissioner Guidry. The motion passed unanimously.
B. Public Hearing: Final Plat Lynn T. Pourciau Tract:
Chairman LeMoine read aloud the Request for Resubdivision of Lot A-4.1 (of Lynn T. Pourciau Tract) into Lots A-4.1.A & A-4.1.B Located in Sec. 14, T8S, R12 East Southeastern Land District West of the Mississippi River, Town of Brusly, Parish of West Baton Rouge, State of Louisiana, for Sherry Elizabeth Lopez Pourciau. Chairman LeMoine opened the Public Hearing. Mr. Cletus Langlois, of Patin Engineers & Surveyors, spoke on behalf of Ms. Pourciau. Mr. Langlois explained that he would be removing the building line from Lot A-4.1.B and adding a note to the plat stating that Lot A-4.1.B is not a building site.
After a brief discussion, Chairman LeMoine closed the Public Hearing. Commissioner Travasos recused himself from the vote stating that he was the neighboring property owner but that he had no objections to the resubdivision. Commissioner Perrault offered a motion to recommend approval to the Town Council; seconded by Commissioner Purnell. A roll call vote was had with the following results:
Yeas: LeMoine, Perrault, Purnell, Soniat, Guidry
Nays: None
Recusal: Travasos
Absent: Perkins
C. Public Hearing – Final Plat 1331 W. Main Street:
Chairman LeMoine read aloud the request for subdivision of Lot 1-A & Lot 2-A into Lot TL-1, TL-2 and TL-3 Located in Sec. 15, T8S – R12E Town of Brusly West Baton Rouge Parish Southeastern Land District West Baton Rouge Parish for Travis LeMoyne. Chairman LeMoine opened the Public Hearing. Mr. LeMoyne explained the request. Chairman LeMoine informed Mr. LeMoyne that the side set back of Lot TL-2 would have to be increased to 15’ to be in compliance with the Town of Brusly Book of Ordinances’ corner lot side depth for R-4 Multi Family Residential. After a brief discussion Chairman LeMoine closed the public hearing. A motion to recommend the plat with the side set back change was made by Commissioner Guidry; seconded by Commissioner Perrault. A roll call vote was had with the following results:
Yeas: Perrault, Purnell, Soniat, Travasos, Guidry, LeMoine
Nays: None
Absent: Perkins

A motion was made by Commissioner Travasos to adjourn; seconded by Commissioner Guidry. The motion passed with a unanimous vote. The meeting adjourned at 6:44 PM
