Town Planning & Zoning Meeting Minutes – Wednesday, June 24, 2015

MINUTES OF THE BRUSLY PLANNING & ZONING COMMISSION MEETING
JUNE 24, 2015

The regular meeting of the Brusly Planning & Zoning Commission was held this date, June 24, 2015, at the Brusly Town Hall. Chairman LeMoine called the meeting to order at 6:30 PM.
Commissioner Soniat led the Pledge of Allegiance. A roll call determined the following officials present:
Chairman: Kim LeMoine
Commissioners: Ronda Perrault, Gary Soniat, Jeff Travasos
Absent: Steve Guidry, Steve Perkins, Claudette Purnell
Others present included Pat Travasos, Rosa Stelly, Howard Stelly, Richard Lane & son, Alton Loupe, Jr., Elton Higginbotham, Lucy Higginbotham, Monica A. Hebert, Walter Griffin, Jr., John Griffin, Billy Beatty, Don Neisler and Joanne Bourgeois.

A motion to approve the minutes of May 27, 2015 regular meeting of the Planning & Zoning, as written, was made by Commissioner Perrault and seconded by Commissioner Soniat. The minutes were approved unanimously.

Zoning:
A. Variance Request:
Chairman LeMoine read aloud the Variance Request from Alton “Bubby” Loupe, Jr. at 3229 Live Oak Dr. for Non-Compliance – Sec. 19.31.1 Zoning District R-1, Side Setback – to reduce the East side setback from 10 ft. to 4 ft. to build a shop. Mr. Loupe explained the request as shown in a diagram and presented the Commission with a letter of no objection from the adjourning property owner, Mr. Johnathon Fourroux. Following discussion, Commissioner Soniat offered a motion to recommend approval to the Town Council; seconded by Commissioner Perrault. The motion passed unanimously.
B. Variance Request:
Chairman LeMoine read aloud the Variance Request from Alton “Bubby” Loupe, Jr. at 3313 Live Oak Dr. for Non-Compliance – Sec. 19.31.1 Zoning District R-1, Side Setback – to reduce the East side setback from 10 ft. to 6 ft. to erect a building. Mr. Loupe explained the request as shown in a diagram, explaining that he also owned the affected adjourning property. Following discussion, Commissioner Perrault offered a motion to recommend approval to the Town Council; seconded by Commissioner Soniat. The motion passed unanimously.

Planning:
A. Variance Request :
Chairman LeMoine read aloud a Variance Request for Non Compliance – Sec. 18.13 (c) Accessory Structure/Uses for Richard Lane to allow an accessory structure to contain a shower. Mr. Lane presented the variance request and assured the Commission that there would not be any living quarters in the accessory structure. A motion to recommend the variance, with the condition that no bath tub be included in the structure, to the Town Council was made by Commissioner Travasos; seconded by Commissioner Perrault. The motion passed unanimously.
B. Public Hearing: Final Plat 438 N. Vaughan Drive:
Chairman LeMoine read aloud the Request for Subdivision of the Original H.H. Peavy Property into Lots “A” & “B” Located in Sec. 13, T8S, R12 East Southeastern Land District West of the Mississippi River, Town of Brusly, West Baton Rouge Parish, Louisiana for William E. Beatty III & Dyan Hebert Beatty. Chairman LeMoine opened the Public Hearing. Mr. Beatty presented the plat to the Commission and offered to answer any questions posed. After a brief discussion, Chairman LeMoine closed the Public Hearing. Commissioner Perrault offered a motion to recommend approval to the Town Council; seconded by Commissioner Travasos. A roll call vote was had with the following results:
Yeas: Soniat, Travasos, LeMoine, Perrault
Nays: None
Absent: Guidry, Perkins, Purnell

Announcements: None

A motion was made by Commissioner Perrault to adjourn; seconded by Commissioner Soniat. The motion passed with a unanimous vote. The meeting adjourned at 6:53 PM
