Town Meeting Minutes – Monday, October 12, 2015

The regular meeting of the Town of Brusly was held this date, October 12, 2015, at the Brusly Town Hall, at 6:30 p.m. Council Member Andrè led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Scot Rhodes, Joanne Bourgeois, Terry Richard, Shane Andrè, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: None

Mayor Normand recognized attorney Mr. Tommy Thompson to speak on behalf of Back Brusly Grocery LLC, regarding the appeal of the denial of beer and liquor permits. Mr. Thompson stated his case before the Council and answered questions which were posed. No action was taken.

A motion to approve the minutes of the Town’s regular meeting of September 14, 2015, was made by Council Member Bourgeois and seconded by Council Member Neisler. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee: None

Planning and Zoning Committee:
Mayor Normand read aloud a Variance Request for Non-Compliance – Sec. 19.6 Servitude Encroachment for Joy Hughes at 3467 Orleans Quarters Dr. to build a fence. The Variance having been favorably recommended by the Planning & Zoning Commission, a motion to approve was made by Council Member Rhodes; seconded by Council Member Richard. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Finance Committee: None

Personnel Committee:
Upon Mayor Normand’s recommendation, a motion to raise Robert Quatrevingt’s pay to $16.00 an hour retroactive to September 28, 2015, was made by Council Member Bourgeois; seconded by Council Member Andrè. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Recreation Committee: None

Police Committee: None

Governmental Affair Committee:
A motion to set Trick or Treat on October 31, 2015 from 5:30 pm to 7:30 pm was made by Council Member Andrè; seconded by Council Member Richard. The Mayor opened the floor for public comments. Hearing no comments the motion passed unanimously.

Introduction of Ordinances:
Council Member Rhodes introduced Ordinance 8 of 2015 – Chapter 1.8(a) – Governing Authority, Salaries of Elected Officials, Mayor.
Council Member Richard introduced Ordinance 9 of 2015 – Chapter 1.8(b) – Governing Authority, Salaries of Elected Officials, Council Members.
Council Member Bourgeois introduced Ordinance 10 of 2015 – Chapter 1.8(c) – Governing Authority, Salaries of Elected Officials, Chief of Police.

Resolutions and Commendations: None

Police Department Report:
Police Department Report for the month of September was given by Asst. Chief Southon. There were nine (9) alarms, two (2) animal calls, nine (9) assists to other agencies, two (2) burglaries, two (2) damage to property, eight (8) disturbances, three (3) fire calls, one (1) harassing phone call, three (3) information calls, one (1) medical emergency, one (1) missing person, one (1) other, three (3) private lot accidents, two (2) runaway calls, one (1) suspicious act, one (1) suspicious person, one (1) suspicious vehicle, ten (10) traffic accidents, forty (40) traffic stops, one (1) trespassing, one (1) unlock vehicle and one (1) warrant arrest. For the month’s total, there were 423 citations, 565 violations, 37 insurance tows and six (6) driving under suspension arrests.

Mayor’s Report:
Mayor Normand reported that the new Grasshopper Mower that the Town had purchased had been delivered. Mayor Normand met with representatives of LMA in regards to the Town of Brusly’s nuisance policies & procedures being the model in which to follow. The Mayor attended the Chamber of Commerce monthly meeting. Mayor Normand also attended the Transportation Advisory Committee meeting.

Remarks of Personal Privilege:
Ms. Vereta Lee, a candidate for State Representative District 29, introduced herself and presented information on her qualifications and spoke briefly about her views on campaign platform issues.

Ms. Dora Collins, representing Ms. Charlotte McGehee, a candidate for Commissioner of Insurance, spoke briefly about the candidate and her qualifications.

Council Member Bourgeois thanked Debbie Berthelot and Jamie Loupe for their help with the Landmark Plaque Ceremony which was held on Sept. 20th.

Announcements:
Early voting will be from Oct. 10th thru Oct. 17th.
The Landmark & Heritage meeting will be Oct. 19th at 6:30 PM.
Election day will be Oct. 24th.
Take Back the Night will be held on the Plaquemine waterfront Oct. 31st at 5:30 PM.

A motion was made by Council Member Andrè to adjourn; seconded by Council Member Richard. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:03 PM.
