Town Meeting Minutes

The regular meeting of the Town of Brusly was held this date, August 8, 2016, at the Brusly Town Hall, at 6:30 P.M. Council Member Andrè led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor:                         Joey Normand
Council Members:    Scot Rhodes, Joanne Bourgeois, Terry Richard, Shane Andrè, Don Neisler
Town Attorney:         Thomas Acosta, Jr.
Absent:                       None

A motion to approve the minutes of the Town’s regular meeting of July 11, 2016, was made by Council Member Bourgeois and seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee: None
Planning and Zoning Committee:
Mayor Normand read aloud a Variance Request for Non-Compliance of Sec. 19.6 – Servitude Encroachment for Tonia & Lincoln Gedward at 2433 Orleans Quarters Drive, to build a fence, patio and shed. The Variance having been favorably recommended by the Planning & Zoning Commission, a motion to approve was made by Council Member Rhodes; seconded by Council Member Neisler. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Mayor Normand read aloud a Variance Request for Non-Compliance of Sec. 19.6 – Servitude Encroachment for Kelly Campbell at 3468 Orleans Quarters Drive, to build a fence. A motion to approve was made by Council Member Bourgeois; seconded by Council Member Richard. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Finance Committee: None
Personnel Committee:
Upon the recommendation of Mayor Normand, a motion to hire Dale Randolph as a Seasonal Maintenance Supervisor at the rate of $35.00 an hour, until such time as the position of Public Works Director could go through the advertising process and be filled, was made by Council Member Andrè; seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Recreation Committee: None
Police Committee:
Upon the recommendation of Police Chief Jonathan Lefeaux, a motion to hire Jewel Cazes as a Seasonal School Crossing Guard at the rate of $12.00 an hour, was made by Council Member Richard; seconded by Council Member Neisler. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Upon the recommendation of Police Chief Jonathan Lefeaux, a motion to hire Jordan Ward as a part-time Officer at the rate of $15.00 an hour, was made by Council Member Bourgeois; seconded by Council Member Richard. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Item 5.F.3 was deleted from the agenda due to the announcement from Chief Lefeaux that Officer Jeremy Thompson had turned in his resignation, effective September 1, 2016.

Governmental Affair Committee:
Citing recommendations from the Landmark & Heritage Commission, Council Member Bourgeois described the home at 203 N. Kirkland Street, known as the Bourg House, currently owned by Steve & Terry Guidry, to receive a Certified Landmark Plaque. A motion to approve the Landmark was made by Council Member Bourgeois; seconded by Council Member Andrè. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Council Member Bourgeois also described the site at 438 N. Vaughan Street, location of Brusly’s first full-service automotive station. The history of the site dated back to the 1930’s and is presently owned by Bill & Dyan Beatty. The site having been recommended by the Landmark & Heritage Commission to receive a Former Landmark Sign, a motion to approve the Former Landmark Site was made by Council Member Bourgeois; seconded by Council Member Richard. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Police Department Report:
Police Department Report for the month of July was given by Chief Lefeaux. There were four (4) alarms, one (1) assist to other departments, one (1) assist to person, one (1) civil matter, one (1) damage to property call, three (3) disturbances, one (1) fraud call, three (3) harassment calls, one (1) lost property call, three (3) miscellaneous calls, one (1) suspicious vehicle, four (4) thefts, three (3) traffic accidents, one (1) traffic complaint, twenty-two (22) traffic stops leading to an arrest and three (3) warrant arrests. For the month there were 55 total complaints, 173 citations, 240 violations and 22 no insurance tows.

Mayor’s Report:
Mayor Normand reported that he attended the WBR School Convocation and was very impressed by a video presentation featuring teachers sharing with their students the importance of students in the lives of educators.

Announcements:
Landmark & Heritage Ceremony will be August 14th at 3:30 P.M.
Town Hall will be closed September 5th in observance of Labor Day.
The Town’s Committee Meeting has been changed from Monday Sept. 5th to Tuesday Sept. 6th.

A motion was made by Council Member Andrè to adjourn; seconded by Council Member Richard. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 6:45 P.M.
