Town Meeting Minutes

The regular meeting of the Town of Brusly was held this date, April 10, 2017, at the Brusly Town Hall, at 6:30 P.M. Council Member Neisler led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor:                           Scot Rhodes
Council Members:      Rusty Daigle, Joanne Bourgeois, Terry Richard, Shane Andrè, Don Neisler
Town Attorney:           Thomas Acosta, Jr.
Absent:                         None
A motion to approve the minutes of the Town’s regular meeting of March 13, 2017 was made by Council Member Bourgeois and seconded by Council Member Andrè. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes reported that five tons of trash was picked up on the extra bulk trash pickup day, the last Friday of March, making it a successful event.
Mayor Rhodes led a discussion regarding sewer deposits being collected by the Parish, along with the sewer user fee bills they already process with water bills. Parish Council Member Fish Kershaw explained that the Parish had approved an increase in utility deposits and asked the Town of Brusly to approve a resolution in support of collecting a deposit for new sewer users. After the discussion, a motion to approve a Resolution in support of the Parish was made by Council Member Andrè; seconded by Council Member Neisler. After asking for public comments and hearing none, the motion passed unanimously.

Planning and Zoning Committee:
Mayor Rhodes presented the Final Plat of re-subdivision of Tract SSA-5 into Tract SSA-5-A & Tract SS-5-B, Sec. 17, Township 8 South, Range 12 East, S.E. Land District, West of the Mississippi River, Town of Brusly, West Baton Rouge Parish, State of Louisiana for JBD Builders, LLC, with the municipal address of 608 Floyd Street. Having been favorably recommended by the Planning & Zoning Commission, a motion to approve the plat with changes discussed, was made by Council Member Neisler; seconded by Council Member Richard. Mayor Rhodes opened the floor for public comments. Council Member Bourgeois requested a roll call vote. Hearing no comments, a roll call vote was had with the following results:
Yeas: Richard, Neisler, Daigle
Nays: Bourgeois, Andrè
Absent: None
The motion passed.

Finance Committee:
Mayor Rhodes asked for comments regarding hiring a third-party project engineer to do inspections during the construction of subdivision developments.

Personnel Committee: None

Recreation Committee: None

Police Committee:
Council Member Richard initiated discussion regarding reduction of the speed limit on W. St. Francis Street at Alexander Park during special events, for the safety purposes. Discussion ensued, including mention of the need for an ordinance to make changes.

Governmental Affairs Committee: None

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances: None

Introduction of Ordinances:
Council Member Bourgeois introduced Ordinance 1 of 2017 – General funds 2016/2017 budget adjustments.

Resolutions and Commendations:
A motion to approve Resolution 1 of 2017 for Julie Rose, WBR Parish Museum Director, upon her resignation from that position, was made by Council Member Bourgeois; seconded by Council Member Andrè. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously.
A motion to approve Resolution 2 of 2017 for Elizabeth K. Vandersteen, WBR Parish Library Director, upon her retirement, was made by Council Member Bourgeois; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Police Department Report:
Police Department Report for the month of March was given by Lt. Jason Fontenot. There was one (1) 911 hang up call, four (4) alarms, four (4) assists to other departments, four (4) public assists, two (2) battery calls, one (1) burglary, one (1) damage to property, three (3) disturbance calls, one (1) domestic, one (1) drug arrest, one (1) fraud, one (1) harassment, 34 insurance tows, one (1) parking complaint, two (2) suspicious persons or vehicles, one (1) theft, seven (7) traffic accidents, one (1) traffic complaint, one (1) trespassing and three (3) warrant arrests. For the month, there were 77 total complaints, 548 total citations and 709 total violations.

Mayor’s Report:
The Mayor announced that the new payroll system was in effect. Mayor Rhodes attended the WBR Parish Trail Meeting. Mayor Rhodes reported dye testing was conducted on Venzule Street sewer lines.

Remarks of Personal Privilege:
Council Member Bourgeois thanked Shane Sarradet, along with his crew, and the Town Staff for their help in coordinating a successful Arbor Day Ceremony on March 22. Council Member Bourgeois attended a Historical Marker Ceremony at the Israelite Baptist Church. She also extended condolences to the family of Mrs. Edith Blanchard Owens and the family of Dempsey Short.
Brady Richard, who recently had culverts installed through the Town’s Culvert Program, commended Public Works Director Shane Sarradet and his crew for the outstanding installation work on his property.

Announcements:
There will be a Landmark & Heritage Meeting on April 17th at 6:30 P.M.;
Addis Live at Five Concert Series starts April 28, 2017;
The Town Hall will be closed April 14th in observance of Good Friday.

A motion was made by Council Member Andrè to adjourn; seconded by Council Member Richard. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:08 P.M.
