Town Meeting Minutes

The regular meeting of the Town of Brusly was held this date, June 12, 2017, at the Brusly Town Hall, at 6:30 P.M. Council Member Daigle led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor:                               Scot Rhodes
Council Members:          Rusty Daigle, Joanne Bourgeois, Don Neisler
Town Attorney:               Absent
Absent:                              Terry Richard, Shane Andrè, Thomas Acosta, Jr.

A motion to approve the minutes of the Town’s regular meeting of May 8, 2017 was made by Council Member Bourgeois and seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee: None

Planning and Zoning Committee: None

Finance Committee: None

Personnel Committee: None

Recreation Committee: None

Police Committee:
Police Chief Lefeaux reported that Danielle Mitchel had passed written testing required to become a Police Officer and would be recommending her change in status to the Council at next month’s meeting. She will then proceed toward P.O.S.T. certification.

Governmental Affairs Committee: None

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances:
Mayor Rhodes read aloud Ordinance #2 of 2017, to make appropriations for the expenses of the Town of Brusly for 2017-2018 and to provide relative to the expenditure of said appropriations. Mayor Rhodes opened the public hearing. Hearing no comments the Mayor closed the public hearing and directed the matter to the Council. After stating that it was a balanced budget, Council Member Neisler moved to approve the Budget as presented; seconded by Council Member Daigle. The Mayor opened the floor for public comment. Hearing no comments, a roll call vote was taken with the following results:

Nays:             None
Absent:         Richard, Andrè

Ordinance 3 of 2017, to make appropriations for the expenses of the Town of Brusly Sewer System for 2017-2018 and to provide relative to the expenditure of said appropriations, was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration. A motion to adopt Ordinance 3 of 2017 as presented was made by Council Member Bourgeois; seconded by Council Member Daigle. A roll call vote was had with the following result:

Absent:         Richard, André

Resolutions and Commendations:
Mayor Rhodes read aloud the ASK Day Proclamation. A motion to adopt the proclamation naming June 21st ASK Day, was made by Council Member Bourgeois; seconded by Council Member Neisler. The motion passed unanimously.

Police Department Report:
Police Department Report for the month of May was given by Asst. Chief Southon. There was one (1) 911 hang up call, three (3) alarms, four (4) assists to other departments, six (6) public assists, three (3) disturbance calls, 10 insurance tows, two (2) suspicious persons or vehicles, two (2) traffic accidents, one (1) traffic complaint, three (3) warrant arrests, one (1) damage to property and one (1) dog bite. For the month, there were 37 total complaints, 129 total citations and 185 total violations.

Mayor’s Report:
Mayor Rhodes reviewed a brief update on the new ticket software, Quick PD, which was implemented June 1st. Mayor Rhodes also updated the Council on contract negotiation American Municipal Services (AMS), the company currently collecting delinquent traffic tickets for the Town.

Remarks of Personal Privilege:
Mayor Rhodes presented a plaque to Mr. Curtis Allen in appreciation for 32 years of outstanding service to the Town of Brusly, and wished him well upon the occasion of his retirement.

Parish Council Member Kershaw gave a brief update on WBR Parish projects

Announcements:
The Town Hall will be closed on July 4th.

A motion was made by Council Member Daigle to adjourn; seconded by Council Member Bourgeois. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:04 P.M.
