Town Meeting Minutes July 2020

The regular meeting of the Town of Brusly was called to order this date, July 13, 2020, at the Brusly Town Hall, at 6:30 p.m. Council Member Daigle led the Pledge of Allegiance. Immediately following the Pledge of Allegiance, Mayor Rhodes requested a moment of silence in remembrance of the recently deceased, former Town Clerk Bobby Stanley. A roll call determined the following officials present:

Recognitions & Commendations: None

A motion to approve the minutes of the Town’s regular meeting of June 8, 2020, as written, was made by Council Member André and seconded by Council Member Bourgeois. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:

Mayor Rhodes read the Public Works Report, as prepared by Public Works Supervisor Shane Sarradet, for the month of June. There were 9 inches of rainfall in the month; no drainage issues; a drainage box was installed on the South side of W. St. Francis St. at the retention pond; SCADA alarms; road overlay project was executed and completed; excavated 1500’ of the Bezet ditch; 3200’ total has been brought to grade; approximately 3800’ more to complete entire ditch; LED speed signs were installed on W. Main St.; repairs made on town cleanout near shopping center; no personnel incidents to report for the Maintenance Department.

Regular bulk trash will be picked up the week of July 13, 2020. The extra trash pickup will be Friday, July 31, 2020.

Planning and Zoning Committee:

Mayor Rhodes presented the Final Plat Showing Survey & Two Minor Subdivision of OD-4 of the Partition of the Adonis Thibodeaux Heirs Property into Lots OD-4-A & OD-4-B Located in Sec 56, T7S, R12E Southeast Land District, West of the Mississippi River, Town of Brusly Parish of West Baton Rouge State of Louisiana for Oscar Denham (153 N LaBauve Rd, Brusly La 70719)

Obie Watts, representing Mr. Denham, explained the details of the final plat. Following a brief discussion, Council Member Neisler made a motion to approve the plat with changes discussed; seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Finance Committee:

Mayor Rhodes noted that the “Budget to Actual Comparison Report” for June was included in the meeting packets for Council Members to review.

A motion to authorize Mayor Rhodes to sign a three-year contract with AME Group for IT services was made by Council Member Bourgeois; seconded by Council Member André. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.

There will be a Landmark & Heritage Committee Meeting on July 20, 2020 at 6:30pm.

Police Department Report:

Police Department Report for the month of June was given by Lt. Jason Fontenot. There were ten (10) disturbances, nine (9) no insurance tows, seven (7) alarms, three (3) welfare check calls, six (6) thefts, two (2) auto accidents, two (2) public assists, one (1) hit and run, three (3) medical, one (1) damage to property, twelve (12) misc. complaints, one (1) assist to other agencies, six (6) suspicious person/vehicle, one (1) animal at large, one (1) fire, two (2) drug arrests, one (1) death and one (4) cruelty to juveniles. For the month, there were 69 total complaints, 412 total citations and 502 total violations.

Mayor’s Report:

Mayor Rhodes announced that the Town of Brusly will be complying with the “mask mandate” ordered by Governor Edwards. The Mayor stated that there were positive test results for mosquitoes carrying the West Nile virus in Addis and Brusly and that the Parish will be spraying for mosquitoes. Mayor Rhodes also reported that the Town will be spending $10,000 to repair one of its sewer pumping stations and will be replacing one of the Town Hall’s A/C units. Mayor Rhodes attended a lunch meeting with the Mayors of the Parish along with the Parish President where the LA 1 road overlay was discussed; the project should be staring soon. He added that work on the water lines crossing at the Intercoastal Bridge had begun; work on the Intracoastal Bridge may start by the end of the year; work on the 415 connection has also begun. Mayor Rhodes reported that the Town had applied for funds from the CARES Act for expenses incurred due to COVID-19 and has been approved for $740 so far. The Town has also applied for the LMA Community Achievement Award for the Bike Share Program. The Mayor encouraged citizens to participate in the US Census which is still in progress.

A motion was made by Council Member André to adjourn; seconded by Council Member Neisler. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 6:45 PM.
