The regular meeting of the Town of Brusly was held this date, October 9, 2006, at the Brusly Town Hall. Mayor Joey Normand called the meeting to order at 6:30 p.m. Council Member Perrault led the Pledge of Allegiance. A roll call determined the following officials present:

Council Members: David Rodrigue, Ronda Perrault,
Joanne Bourgeois, Chris Kershaw
Absent: Shane Andre’
Town Attorney: Thomas Acosta, Jr.
A motion to approve the minutes of the Town’s Regular Meeting of September 11, 2006 was made by Council Member Bourgeois, and seconded by Council Member Kershaw; motion passed with all members present in favor.
Public Works: Council Member Perrault made a motion to authorize the Mayor to purchase sewer pumps and panels for the sewer system upgrade on LaBauve and Bourgeois Streets which will be purchased with funds from the Depreciation and Contingency fund. The motion was seconded by Council Member Rodrigue and passed with all members present in favor.
A motion to authorize the Mayor to enter into an intergovernmental agreement between the Town and the Parish to purchase culverts from the Parish vendor was made by Council Member Bourgeois; seconded by Council Member Perrault and passed with all members present in favor.
Planning and Zoning: Council Member Perrault made a motion to accept the Planning Commission’s recommendation to approve the Preliminary Plat of the Gates at the Oaks first filing. The motion was seconded by Council Member Kershaw and passed with all members present in favor.
Finance Committee: None
Personnel Committee: None
Recreation Committee: A motion to set Trick or Treat hours from 5:30 to 7:30 on October 31st was made by Council Member Rodrigue and seconded by council Member Perrault. The motion passed with all members present in favor.
Police Committee: None
Grant Committee: None
Consideration of Vetoed Ordinances: None
Hearing and Final Action on Ordinances: After a brief explanation of Ordinances No. 3 and No. 7, Mayor Normand opened the public hearing on Ordinance #3-Chapter 22-Nuisances. There being no comment from the public, the public hearing was closed and opened for discussion amongst Council Members. A discussion ensued and there were differences of opinion regarding the height of weeds. A motion was made by Council Member Kershaw to adopt Ordinance #3-Chapter 22-Nuisances as is with the minor editorial changes; motion was seconded by Council Member Rodrigue. A roll call vote was had with the following results:

The motion passed with all members present in favor.
The Mayor opened the public hearing to repeal Ordinance #7-Chapter 24-Weeds, hearing no comment from the public, the public hearing was closed. Council Member Bourgeois made a motion to repeal Ordinance #7-Chapter 24-Weeds; seconded by Council Member Perrault. A roll call vote was had with the following result:

The motion passed with all members present in favor.

Resolutions and Commendations: None
Fire Department: Fire Chief Mike Alleman gave the Fire Chief’s Report for September. There were twelve first aid calls outside the Town and eight first aid calls inside the Town. There was one motor vehicle crash; one mutual aid call to Addis; one fire call inside the Town and no fire calls outside the Town. There were two vehicle fires and two grass fires. Total calls for the month were 26 and 219 total calls for the year.
Police Department: Report for the month of September was given by Chief Whaley. He stated that there were four wrecks, four assistances to other agencies, 14 traffic arrests, three damages to property, one alarm, two thefts, seven disturbing the peace, one 911 call, one assault, one battery, one bench warrant and 20 miscellaneous calls. There was one juvenile matter, for a total of 60 calls and 267 citations for the month.

Mayor’s Report: The Culvert Program has started. He thanked Mrs. Marianne Berthelot for suggesting that a crossing light be installed at the intersection of Hwy 1 and St. Francis. The Lions Club will have a bicycle drive until Thanksgiving Day. Wal-Mart will be having their GRAND OPENING on November 8th.
Remarks of Personal Privilege: Council Member Kershaw thanked everyone who helped with completing Chapter 22-Nuisances. Council Member Bourgeois especially thanked Mrs. Patricia Lucas who typed the entire ordinance. Material has been submitted to the State Office of Historic Preservation to document community use of the Brusly Middle Gym in regard to having the gym placed on the National Register of Historic places.
Announcements: On October 19th the Taste of the West will be held at the Addis Community Center from 6:00p.m. until 8:00p.m. Town of Brusly Cleanest City Committee is having a clean up day at St. John the Baptist cemetery on October 21st at 7:30a.m. The Historic District Study Committee Meeting will be October 17th at 6:30p.m. at the Town Hall. The Veteran’s Day Reception is November 11th at 12 noon at the Town Hall.
A motion was made by Council Member Perrault to adjourn; seconded by Council Member Rodrigue. The motion passed with a unanimous vote; the meeting adjourned at 7:35 p.m.
