Town Meeting Minutes – Monday, July 10, 2006

The regular meeting of the Town of Brusly was held this date, July 10, 2006, at the Brusly Town Hall. Mayor Joey Normand called the meeting to order at 6:30 p.m. Council Member Perrault, led the Pledge of Allegiance. A roll call determined the following officials present:

Council Members: David Rodrigue, Ronda Perrault,
Joanne Bourgeois, Chris Kershaw
Absent: Shane Andre’
Town Attorney: Thomas Acosta, Jr.

Council Member Kershaw made a motion to amend the agenda to take up item 10-b the Fire Department Report. The motion was seconded by Council Member Bourgeois and passed with all members present in favor.

A motion to approve the minutes of the Town’s Regular Meeting of June 12, 2006 was made by Council Member Perrault, and seconded by Council Member Kershaw; motion passed with all members present in favor.

Public Works: None

Planning and Zoning: A motion to approve the recommendation of the Planning Commission to subdivide Lot C-1 of Wanda Cedars Property was made by Council Member Bourgeois and seconded by Council Member Rodrigue; motion passed with all members present in favor.
Council Member Bourgeois made a motion to approve the Zoning Commission’s recommendation to approve the Gates Construction Plans conditional upon the completion of two separate items; motion was seconded by Council Member Rodrigue and passed with all members present in favor.

Finance Committee: Town Clerk, Debbie Berthelot read the results of the July 6th auction. The Town received $1,800 for one 4-wheeler and $1,950 for the other; the Expedition was purchased for $3,000; the Chevy truck was purchased for $900. No bids were made on the Mitsubishi, so sealed bids will be taken after further advertising. A motion to lower the minimum bid for the Mitsubishi to $100 was made by Council Member Kershaw, seconded by Council Member Bourgeois and passed with all members present in favor.

Resolutions and Commendations: In Resolution #7, Chief Jamie Whaley requested authorization from the Council to purchase a 2006 Yamaha Rhino 450, for the Police Department, from False River Motor Sports. This vehicle will be used by the Chief as necessary until the purchase is completed. Council Member Bourgeois suggested “feels that” be replaced with “states” in the wording of the Resolution. Council Member Perrault made a motion to authorize the Mayor to purchase the 2006 Rhino; motion was seconded by Council Member Rodrigue and a roll call vote was had with the following results:

Fire Department: Fire Chief Mike Alleman gave the Fire Chief’s Report for June. There were three first aid calls outside the Town and three first aid calls inside the Town. There were three motor vehicle accidents; one false alarm; one mutual aid call to Addis; no fires inside the Town and two fire calls outside the Town. Total calls for the month were 14 and 150 total calls for the year.

Police Department: Report for the month of June was given by Officer Guillory. He stated that there were 11 wrecks, three assistances to other agencies, four domestic calls, one drug arrest, 10 traffic arrests, two damage to property, one theft, five alarms and 16 miscellaneous calls. There were four juvenile matters, for a total of 58 calls and 239 citations for the month.

Mayor’s Report: The Mayor is still working to have the water district repair lights on the Brusly Water Tower.
Mayor attended a public meeting on the I-10 connector project; plans are moving along well.
He thanked the Fire Department for using one of their trucks to water the “Back Brusly Oak Tree” during the drought.
The Town of Brusly received plaques for participating in the 2006 Relay for Life and being one of the top ten contributors.

Remarks of Personal Privilege: Council Member Bourgeois stated that she attended the reception for WBR Museum Director Caroline Kennedy who recently resigned her position. She read and presented the Brusly Town Council Resolution recognizing Kennedy. Bourgeois also reported that she and Marianne Berthelot revised the proposal to establish a Historic District by designating it as having “advisory”, rather than “regulatory”, status.
She asked that Council Members submit names of persons to serve on the Historic
District Commission.
Council Member Bourgeois announced she is still seeking historic photos of non-school related events held in the Brusly Middle School Gym as part of documentation for having the gym placed
on the National Register of Historic Places.

A motion was made by Council Member Perrault to adjourn; seconded by Council Member Kershaw. The motion passed with a unanimous vote; the meeting adjourned at 7:10 p.m.
