The regular meeting of the Town of Brusly was held this date, February 13, 2006, at the Brusly Town Hall. Mayor Joey Normand called the meeting to order at 6:30 p.m.. Council Member Kershaw led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Joey Normand
Council Members: David Rodrigue, Ronda Perrault, Shane Andre’,
Joanne Bourgeois, Chris Kershaw
Town Attorney: Jamie Fontenot

A motion to approve the minutes of the Town’s Regular Meeting of January 9, 2006, was made by Council Member Bourgeois, seconded by Council Member Perrault and passed with all members Membersin favor.

Mayor Normand introduced Mr. Larry Durbin with the West Baton Rouge Chamber of Commerce. Mr. Durbin turned the floor over to Mrs. Deborah Salvadras, Chairman of Board, who gave an update on events and other business matters with the Chamber. She pointed out some highlights of the year such as: the Newsletters, Business Expo and the parishes’ first time participation in the West Baton Rouge Parish parade to name a few.
Public Works: Council Member Kershaw made a motion to authorize Mayor Normand to sign the contract with T.L. Septic Tank Cleaning Service (that is available in this https://onestopselfstorage.com/milwaukee-wisconsin/ site) to sell sewer processing. The motion was seconded by Council Member Andre’. The motion passed with all members in favor.
Mayor Normand requested authorization from the Council to sign the Park and Ride Agreement. A motion was made by Council Member Bourgeois and seconded by Council Member Perrault and passed unanimously.
Hearing and Final Action on Ordinances: Ordinance #2 was read aloud to amend Chapter 16 relative to Sewer Penalties and User Chargers. The Mayor opened the floor for a public hearing; hearing no comments from the audience, the public hearing was closed. A motion to amend Ordinance #2-Chapter 16 was made by Council Member Perrault and seconded by Council Member Bourgeois. A roll vote was taken with the following result:

Resolutions and Commendations: A motion to approve Resolution #2-Hazardous Mitigation Plan was made by Council Member Bourgeois and seconded by Council Member Perrault. The motion passed with all members in favor.
Council Member Andre’ made a motion to appoint Mr. Dana Larpenteur as Ad-Hoc Magistrate for an upcoming criminal matter in Mayor’s court at which the Mayor may be called as a witness. The motion was seconded by Council Member Kershaw and a roll call was taken with the following result:

Fire Department: Fire Chief Mike Alleman gave the Fire Chief’s Report for January. There were seven first aid calls inside the Town and 13 first aid calls outside the Town. There was one fire call inside the Town and one fire call outside the Town. Inside the Town there were no trash fires and four trash fires outside the Town. There were three mutual aid calls to Addis. There were two motor vehicle crashes inside the Town and five motor vehicle crashes outside the Town. Total calls for the month were 39 and 39 total calls for the year. Deputy Chief Kenny Hunts, Alan Bourgeois, Mark Hebert and Tim Robicheaux achieved a CPR save at Brusly High School.

Police Department: Report for the month of January was given by Chief Whaley. He stated that there were nine wrecks, one disturbing the peace, one burglary, one theft, two alarms, one 911 call, six assistances to other agencies, one assistance to fire, eight traffic arrests, one drug arrest, four bench warrants, and 24 miscellaneous calls. There were six juvenile matters for a total of 94 calls and 363 citations for the month.
Chief Whaley spoke of a grant available through Homeland Security, “One Hundred Days of Summer,” that will pay officers overtime to write tickets. He
will apply for the grant which awards up to $20,000.
He reported that his department had pictures of 43 junk cars in the Town and the Town Clerk will be sending out letters to the owners.
Chief also announced that the department recovered a statue; unfortunately it was not the missing statue from St. John the Baptist Catholic Church.
Mayor’s Report: The first group in the Culvert Program has been installed. The Mayor thanked the parish for all their help in making this program such a success.
Remarks of Personal Privilege: Brusly Volunteer Fire Department will be giving away Booster Seats March 4th at the Antonio Fire Station next to Burger King, from 10 am to 2 pm.

A motion was made by Council Member Andre’ to adjourn; seconded by Council Member Kershaw. The motion passed with a unanimous vote and the meeting adjourned at 7:03 p.m.
