The regular meeting of the Town of Brusly was held this date, October 10, 2016, at the Brusly Town Hall, at 6:30 P.M. Council Member Richard led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Joey Normand
Council Members: Scot Rhodes, Joanne Bourgeois, Terry Richard, Shane Andrè, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: None
Mayor Normand introduced Mr. Wes Watts, WBR School Superintendent. Mr. Watts outlined items on tax propositions for schools for the December 10, 2016 election ballot. Mr. Watts explained that one Tax Proposition would be dedicated to employee raises and the other tax proposition addresses facility upgrades and expansion, including a new Brusly High School. Mayor Normand stated that because our prosperity is largely dependent on our school system, he supports both proposals.
A motion to approve the minutes of the Town’s regular meeting of September 12, 2016, was made by Council Member Bourgeois and seconded by Council Member Richard. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
A motion to approve the minutes of the Town’s special meeting of September 21, 2016, was made by Council Member Andrè and seconded by Council Member Neisler. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Public Works Committee:
Upon the recommendation of Mayor Normand and advice of Roy Waggenspack of Owen & White, a motion to accept the lowest bid, coming in under $150,000, from Barriere Construction for the 2016/2017 Street Overlay Project, was made by Council Member Rhodes; seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.
Planning and Zoning Committee:
Council Member Bourgeois asked that all Planning & Zoning minutes be included in the permanent file even though no business may have transpired and/or there was “lack of quorum” to conduct business, to maintain a historical record of all meetings of the Commission.

Police Committee:
Upon the recommendation of Police Chief Jonathan Lefeaux, a motion to hire Jordan Ward as a full-time Police Officer at the rate of $16.50 an hour, effective October 24, 2016, was made by Council Member Richard; seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.
Governmental Affairs Committee:
A motion to set Trick or Treat on October 31, 2015 from 5:30 P.M. to 7:30 P.M. was made by Council Member Bourgeois; seconded by Council Member Rhodes. The Mayor opened the floor for public comments. Hearing no comments the motion passed unanimously.

Resolutions and Commendations:
Resolution #6 of 2016 to express appreciation to Dale Randolph for his service to the Town of Brusly as interim Maintenance Supervisor, was recommended by Mayor Normand. A motion to approve the resolution was made by Council Member Bourgeois; seconded by Council Member Neisler. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed unanimously.
Police Department Report:
Police Department Report for the month of September was given by Officer Gwen Cacioppo. There were seven (7) alarms, three (3) assists to other departments, two (2) assists to other persons, two (2) battery calls, one (1) civil complaint, two (2) damage to property calls, seven (7) disturbances, one (1) domestic, two (2) fraud calls, one (1) harassing phone call, two (2) harassment, two (2) information calls, four (4) medical emergencies, one (1) miscellaneous call, one (1) suspicious person, one (1) suspicious vehicle, one (1) theft, five (5) traffic accidents, four (4) traffic complaints, twenty-five (25) traffic stops, one (1) unlock vehicle and five (5) warrant arrests. For the month there were 80 total complaints, 402 total citations and 489 violations.

Announcements:
There will be a Landmark & Heritage meeting October 17th at 6:30 P.M.
Early voting starts October 25th, ending November 1st from 8:30 A.M. – 6:00 P.M.
Election Day is November 8th.
There will be a Veteran’s Day Celebration at the Brusly Town Hall on November 11th at 11:00 A.M.
A motion was made by Council Member Richard to adjourn; seconded by Council Member Rhodes. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:05 P.M.
