The regular meeting of the Town of Brusly was called to order this date, January 9, 2023, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Bourgeois led the Pledge of Allegiance. A roll call determined the following officials present:

Absent: Blake Tassin
Recognitions & Commendations:
Mayor Rhodes asked for moment of silence for the Dunn and Gill families for the tragic loss of Brusly High School students Maggie Dunn and Carolyn Gill and prayers for Liam Dunn who is still in the hospital following a crash in Brusly on December 31st.
A motion to approve the corrected minutes of the Town’s regular meeting of December 12, 2022, that was published in the West Side Journal, under the heading Financial Report, to correctly insert the name of Mayor Rhodes, was made by Council Member Bourgeois; seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Public Works Committee:
Mayor Rhodes read the Public Works Report, as prepared by Public Works Supervisor Shane Sarradet, for the month of December. There were 7.6 inches of rainfall in the month; no drainage problems were reported or observed; there were 4 SCADA alarms; 1 “out of compliance” test result on the Sewer Treatment Facility; sewer line from Venzule Station to Courtney Dr. was cleaned out; damage to sewer line was found on Orleans Quarters and repaired; Robert Quatrevingt, last day was December 28th. New hire, Mike Tullier began working January 3rd; sewer treatment facility operated at 41% of its total capacity for the year; no incidents to report for maintenance department for the month of December.
Christmas decorations will begin coming down this week: Regular bulk trash will be picked up the week of January 9th; the extra trash pickup will be January 27th.
Planning and Zoning Committee:
Mayor Rhodes read aloud the variance request of George Voisin, 3036 Orleans Quarters Dr. – Non-Compliance Sec. 120-52, Servitude Encroachment to build a fence. Having been unanimously recommended by the Planning & Zoning Commission, a motion to approve was made by Council Member André; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for December, in the meeting packets, is available for Council Members to review.
After a discussion regarding Police Officer Pay Scales, and upon the recommendation of Chief Lefeaux, a motion to raise Police Officer Ron Tetzel’s hourly rate to $19.64, effective January 9, 2023, was made by Council Member Bourgeois; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously. Also, upon the recommendation of Chief Lefeaux, a motion to raise Officer Nicholas Jirovec’s hourly rate to $19.00, effective January 9, 2023, was made by Council Member André; seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously. Chief Lefeaux was asked to present a written description regarding pay for Officers prior to the Town’s 2023-2024 Budget draft.
Personnel Committee:
Upon the recommendation of Chief Lefeaux, a motion to hire Full-Time Police Officer Jordan Zachary at the rate of $19.00 an hour, was made by Council Member André; seconded by Council Member Neisler.
Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Resolutions:
A motion to approve Resolution 13 of 2022, declaring and approving a list of surplus items and equipment for sale or disposal, was made by Council Member Bourgeois; seconded by Council Member André. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.
Police Department Report:
Police Department Report for the month of December was given by Major Southon. There were six (6) agency assist, twelve (12) alarms, two (2) animal problems, one (1) assault, one (1) civil problem, one (1) damaged property, three (3) disturbances, three (3) family disturbances, one (1) fire, one (1) forgery, four (4) harassments, three (3) juvenile problems, four (4) medicals, one (1) miscellaneous, fourteen (14) no insurance tows, one (1) obstruction of justice, one (1) obstruction of police, one (1) process service, one (1) property crime, one (1) stolen vehicle, five (5) suspicious activity/vehicle, two (2) theft, nine (9) traffic accidents, twelve (12) traffic problems and two (2) unlocks. For the month, there were 92 total events, 185 total citations and 272 total violations.
Mayor’s Report:
Mayor Rhodes gave a brief update on installation of the panels for the main pavilion at St. James Park and the St. Francis Street Sidewalk project. The Mayor also reported on the progress being made on overlay of the service road as part of the Road Overlay Project. Mayor Rhodes announced that there will be a State of the Parish lunch meeting at the Addis Community Center on January 31st at 11:30am. Mayor Rhodes also reported that garbage fees will be increasing due to the dump fee increase.
Remarks of Personal Privilege:
Joey Normand expressed concerns about motorized bicycles being dangerous. Mr. Normand also asked for an update on the Venzule Drainage Project. Mayor Rhodes gave a brief update of the project.
WBR Parish Council Member Chris Kershaw gave a brief update on upcoming Parish elections.
Announcements:
Town Hall will be closed January 16th in observance of Martin Luther King Jr. Holiday.
Council Member André made a motion to adjourn; seconded by Council Member Daigle. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:03 p.m.
