Town Meeting Minutes – Monday, March 11, 2013

The regular meeting of the Town of Brusly was held this date, March 11, 2013 at the Brusly Town Hall.
Council Member André led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Scot Rhodes, Joanne Bourgeois, Terry Richard, Shane André,
Don Neisler
Town Attorney: Tom Acosta
Absent: None

A motion to approve the minutes of the Town’s regular meeting of February 11, 2013, was made by Council Member Bourgeois and seconded by Council Member Richard. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Upon Mayor Normand’s recommendation a motion authorizing the Mayor to sign a contract with CES for sewer line inspections at the estimated cost of $44,500, was made by Council Member André; seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Nays: None
Recused: Neisler
Absent: None

Upon Mayor Normand’s recommendation a motion authorizing installation of culverts on the south side of Bourgeois St., at the estimated cost of $13,000, was made by Council Member Neisler; seconded by Council Member Richard. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

A motion to approve Change Order #2 of the Street Overlay Project in the amount of $10,378.20, was made by council Member Rhodes; seconded by Council Member André. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

A motion to approve payment of the Street Overlay Project in the amount of $100,315.70, was made by council Member Bourgeois; seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

A motion to authorize the Substantial Completion for the Street Overlay Project, was made by council Member Bourgeois; seconded by Council Member Neisler. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Mayor Normand reported that he had spoken with someone representing Mary H. Gray regarding the property at 1029 W. Main St. The representative stated that cleaning up the property will begin within the next 90 days. As a result of this proposal, no Derelict Building Hearing was held.

Police Committee:
At the recommendation of Chief Whaley, a motion to hire Cedrick Ross at the rate of $13.75 an hour, starting date of 03/11/13, as a Full Time Police Officer, was made by Council Member Bourgeois; seconded by Council Member Richard. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for February. There were six (6) first aid calls inside the Town, fifteen (15) outside of Town. There were no fires inside or outside of Town. There were two (2) smoke detector activations, one (1) dispatched & cancelled en route and one (1) trash fire. There were no motor vehicle crashes and two (2) mutual aid calls. The total calls for the month were twenty-seven (27). The total for the year is fifty-six (56).

Police Department Report:
Report for the month of February was given by Chief Whaley. There were six (6) wrecks, seven (7) bench warrant arrests, four (4) thefts, one (1) alarm, two (2) assist to other agencies, five (5) traffic arrests and sixteen (16) miscellaneous calls. For the month’s total, there were 41 calls, 94 citations and 115 violations.

Mayor’s Report:
Mayor Normand reported that the Town’s portion of Municipal Retirement is going up from 8% to 8.75% and the surplus police unit sold for $1,001.50. Mayor Normand thanked Council Member Rhodes for conducting Mayor’s Court in his absence.

Remarks of Personal Privilege:
Rosa Stelly suggested the Town begin to work on a Planning & Zoning Master Plan. Mrs. Stelly also suggested the Board of Adjustment consist of residents other than Council Members.

Announcements:
The Town Hall will be closed Friday, March 29th in observance of Good Friday.

A motion was made by Council Member Rhodes to adjourn; seconded by Council Member Neisler. The motion passed with a unanimous vote. The meeting adjourned at 6:48 PM.
