Town Meeting Minutes – Monday, November 8, 2010

The regular meeting of the Town of Brusly was held this date, November 8, 2010 at the Brusly Town Hall. Council Member André led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Joey Normand
Council Members: Landess Hebert, Shane André, Chris Kershaw
Town Attorney: Thomas Acosta Jr.
Absent: Joanne Bourgeois, Thomas Olinde
A motion to approve the minutes of the Town’s Regular Meeting of October 11, 2010, was made by Council Member Kershaw and seconded by Council Member Hebert. The motion passed with a unanimous vote.
Public Works Committee:
Upon Mayor Normand’s recommendation, a motion to approve Change Order #2 Street Overlay in the amount of $2,529.00 was made by Council Member André; seconded by Council Member Kershaw. The motion passed with a unanimous vote.
Planning and Zoning Committee:
Mr. Welton Roy Lejeune notified the Town of his intention to appeal the declaration of his property located on W. Main St. as derelict and condemned. Mr. Lejeune requested 30 days to bring the building up to standards. After some discussion it was decided to grant the 30 days and revisit the appeal at the December 13, 2010 Council Meeting.
Mayor Normand introduced Judge Will Kleinpeter who would be representing the Town in the matter of Lucile Fourroux, ET ALS property. After reviewing the progress being made on the property it was decided to grant the Lucile Fourroux, ET ALS family until January 31, 2011 to complete the demolition of the derelict buildings located at 240 E. Main St.

Hearing and Final Action on Ordinances:
The Mayor read aloud Ordinance #10 of 2010, Chapter 4, Employment Classification. The Mayor opened the Public Hearing. Hearing no comments, the Public Hearing was closed. After a brief discussion, a motion was made by Council Member Hebert to approve; seconded by Council Member Kershaw. A roll call vote was taken with the following results:

Absent: Olinde, Bourgeois
Introduction of Ordinances: None
Resolutions and Commendations:
Resolution #8 of 2010- DEQ Environmental Audit was recommended by Mayor Normand. A motion to adopt was made by Council Member André; seconded by Council Member Kershaw. The motion passed unanimously.
Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for October. There were seven (7) first aid calls inside of town and ten (10) outside of Town. There was one (1) fire call inside of Town and two (2) fire calls outside of the Town. There were three (3) motor vehicle crashes, three (3) motor vehicle fires, one (1) false alarm, two (2) gas odors and one (1) trash fire. The total calls for the month were thirty (30). The total for the year is two hundred seventy-seven (277).
Police Department Report:
Report for the month of October was given by Chief Whaley. There were eight (8) wrecks, thirteen (13) bench warrant arrests, one (1) battery, two (2) disturbing the peace, four (4) thefts, five (5) alarms, twenty-four (24) assists to other agencies, two (2) juvenile matters, thirteen (13) traffic arrests and twenty-nine (29) miscellaneous calls. For the month’s total, there were 101 calls, 120 citations and 153 violations.
Correspondence:
Mayor Normand received a letter from Mr. John Bres expressing gratitude to the Town, Police Department and Fire Department for their response to a fallen tree that was blocking the road.
Mayor’s Report:
The Mayor spoke at the annual State of the Parish breakfast. Mayor Normand announced that the Town’s $100,000 Capital Outlay Grant had been approved by the State Bond Commission. The Mayor attended the Teacher of the Year Ceremony at Brian’s Furniture.

A motion was made by Council Member André to adjourn; seconded by Council Member Kershaw. The motion passed with a unanimous vote. The meeting adjourned at 6:51 PM.
