Town Meeting Minutes – November 2022

The regular meeting of the Town of Brusly was called to order this date, November 14, 2022, at the Brusly Town Hall, at 6:30 p.m., by Mayor ProTemp Bourgeois. Council Member Tassin led the Pledge of Allegiance. A roll call determined the following officials present:

Upon the request of Mayor Pro Temp Bourgeois, a motion to amend the Agenda to add item b. Consider LGAP Resolution under item 10. Resolutions was made by Council Member Daigle; seconded by Council Member Tassin. Mayor Pro Temp Bourgeois opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Recognitions & Commendations:
Mayor Pro Temp Bourgeois introduced Ms. Julie Mayeux, West Baton Rouge Schools. Ms. Mayeux, along with Ms. Jill Edwards, presented information on a plan to bring a Career & Technical Education Academy to West Baton Rouge Parish, to be funded by a recent grant award of about 1.1 million.

A motion to approve the minutes of the Town’s regular meeting of October 10, 2022, was made by Council Member Neisler; seconded by Council Member André. Mayor Pro Temp Bourgeois opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Public Works Supervisor Shane Sarradet, read the Public Works Report for the month of October. There were .3 inches of rainfall in the month; there was 1 SCADA alarm; 0 “out of compliance” test results on the Sewer Treatment Facility; required 16 hours of Wastewater training was completed by Eric Kulkie and Shane Sarradet; re-certification was completed by Shane Sarradet in Pesticide training; 4 Landmark Plaques were installed; CWEF Grant submittal will be reviewed by State; took delivery on groundskeeping equipment for St. James Park; no incidents to report for maintenance department for the month of October.

LGAP Grant Application will be submitted; flags will be put out November 7th and will fly through Thanksgiving; Regular bulk trash will be picked up the week of November 14th; the extra trash pickup will be November 25th. Christmas decorations will begin the week after Thanksgiving.

Mayor Pro Temp Bourgeois presented 3 quotes for the Orleans Quarters Entry Surface. After some discussion, a motion to accept the quote of $15,575.00 from Garcia Brothers Construction Solutions for the Orleans Quarters Project was made by Council Member Daigle; seconded by Council Member Neisler. Mayor Pro Temp Bourgeois opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Planning and Zoning Committee:  
Upon the recommendation of Mayor Pro Temp Bourgeois, a motion to reappoint Steve Perkins to the Planning & Zoning Commission was made by Council Member André; seconded by Council Member Tassin.  Mayor Pro Temp Bourgeois opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Mayor Pro Temp Bourgeois read aloud and opened the public hearing for the Preliminary Map Showing Subdivision of Lot MT-3-H & Lot HT-2A into Lot HT-2A-1 Located in Sec. 55, T8S R12E Town of Brusly WBRP Southeastern Land District for Ryan & Kristina B. Kleinpeter, with variance request of Non-compliance Sec. 120-56(a)&(d) to allow the road to front 50% of the property and eliminate the cul-de-sac. Having been discussed and recommended by the Planning & Zoning Commission to the Council for approval, a motion to approve the map was made by Council Member Tassin; seconded by Council Member André. Mayor Pro Temp Bourgeois opened the floor for public comments.  Council Member Daigle stated that he agreed with the motion, but would have liked to see someone representing the map present at the vote. Hearing no further comments, the motion passed unanimously.

Finance Committee:
Mayor Pro Temp Bourgeois noted that the “Budget to Actual Comparison Report” for October, in the meeting packets, is available for Council Members to review.

Personnel Committee:
Upon the recommendation of Chief Lefeaux, a motion to hire Ray Lejeune as a Part-time Police Officer at the rate of $16.50 an hour, retroactive to September 15th, was made by Council Member André; seconded by Council Member Tassin. Mayor Pro Temp Bourgeois opened the floor for public comments.  Hearing no comments, the motion passed unanimously.

Police Committee: None

Governmental Affairs Committee:
Upon the recommendation of Mayor Pro Temp Bourgeois, a motion to appoint Brian Parsons to the Landmark & Heritage Commission to fill a vacant seat, was made by Council Member Neisler; seconded by Council Member Daigle. Mayor Pro Temp Bourgeois opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Upon the recommendation of Mayor Pro Temp Bourgeois, a motion to reappoint Scarlet Callicoatte and Billy Hebert as Landmark & Heritage Commission Advisory Members for a 2-year term was made by Council Member André; seconded by Council Member Daigle.  Mayor Pro Temp Bourgeois opened the floor for public comments.  Hearing no comment, the motion passed unanimously.

Mayor Pro Temp Bourgeois presented the application for the Former Landmark Site for Stonewall Plantation “Big House.” The original “Big House” was demolished in 1970; several cabins on this property were torn down around the same time. The site where the “Big House” and cabins once stood is now the location of Brusly Elementary School. Upon the conclusion of the presentation, a motion to approve the Former Landmark Site was made by Council Member Daigle; seconded by Council Member Tassin. Mayor Pro Temp Bourgeois opened the floor for public comments.  Hearing no comment, the motion passed unanimously.

Mayor Pro Temp Bourgeois narrated a slide presentation accompanying a Landmark Plaque application for the home at 236 St. Mark Street, presently owned by Brian Heath & Danielle Cintron. Upon the conclusion of the presentation, a motion to approve home as a Landmark Plaque recipient was made by Council Member Daigle; seconded by Council Member Neisler. The motion passed unanimously.

Resolutions:
A motion to approve Resolution 10 of 2022, for a Parish-wide Emergency Plan, was made by Council Member André; seconded by Council Member Tassin.  Mayor Pro Temp Bourgeois opened the floor for public comment. Hearing no comments, the motion passed unanimously.

A motion to approve Resolution 11 of 2022, to apply for the 2022/2023 LGAP Grant, was made by Council Member Daigle; seconded by Council Member Tassin. Mayor Pro Temp Bourgeois opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Police Department Report:
Police Department Report for the month of October was given by Lt. Fontenot. There were five (5) agency assist, eight (8) alarms, one (1) assault, four (4) civil incidents, one (1) civil problem, one (1) controlled substance, four (4) damaged property, eleven (11) disturbances, one (1) family disturbance, two (2) forgery, two (2) juvenile problems, one (1) medical, three (3) miscellaneous, ten (10) no insurance tows, one (1) obstruction of justice, one (1) obstruction of police, one (1) process service, one (1) stolen vehicle, eight (8) suspicious activity/vehicle, one (1) theft, eight (8) traffic accidents, eight (8) traffic problems, four (4) unlocks, one (1) warrant, one (1) weapons offense and five (5) welfare checks.  For the month, there were 94 total events, 239 total citations and 328 total violations.

Through use of the recently installed Flock License Plate Camera System, there were 3 stolen cars recovered and 1 stolen plate retrieved.

Mayor’s Report: 
Mayor Pro Temp Bourgeois read the Mayor’s Report, as prepared by Mayor Rhodes. The Elaine Street Project will start soon; helping pay for mosquito abatement was discussed at the Mayor’s lunch meeting; the 415-connector meeting will be held Nov. 16th from 4:00pm to 7:00pm at the Addis Community Center; the Joliet Trail project is waiting on a change order approval; rules for the St. James Park were being drafted.

Remarks of Personal Privilege:
Roy Waggenspack of Owen & White announced that the Town of Brusly has been awarded the Sewer Grant in the amount of 2.7 million.

Mayor Pro Temp Bourgeois reported that she and Patricia Thibodaux recently presented information on the history of Brusly Schools to 2nd grade students at Lukeville Elementary School. Bourgeois also wanted to clarify that the current location of St. James Park was at one time three blocks from the river. The original location of St. James Square is now taken over by the river.

Council Member Bourgeois announced the winners of the Veteran’s Day Essay contest as follows:

1st Place   –        Rylee Guidry
2nd Place  –        Maddison Gonzales
3rd Place  –        Dimaria Christophe

Bourgeois thanked the Brusly High School and Principal Walt Lemoine for allowing the students to participate in the contest.  She further reported that the Veteran’s Day Breakfast was well attended and she thanked Debbie Berthelot and Jamie Loupe for decorating for the occasion. Bourgeois also reported that the WBR Parish Library now owns the old Fred’s building on Highway LA 1 South to be remodeled into a branch of the Library.

Council Member André requested a draft of the St. James Park rules which are being developed.

Announcements:
Town Hall closed for Thanksgiving Thursday Nov. 24th and Friday Nov. 25th.

Council Member Daigle made a motion to adjourn; seconded by Council Member Tassin. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:35 p.m.
