The regular meeting of the Town of Brusly was called to order this date, October 14, 2024, at the Brusly Town Hall, at 6:30 p.m., by Mayor Pro-Temp Bourgeois. Council Member Daigle led the Pledge of Allegiance. A roll call determined the following officials present:

A motion to approve minutes of the Town’s regular meeting of September 9, 2024, was made by Council Member Neisler; seconded by Council Member Tassin. Mayor Pro-Temp Bourgeois opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
A motion to approve minutes of the Town’s special meeting of September 17, 2024, was made by Council Member Daigle; seconded by Council Member Tassin. Mayor Pro-Temp Bourgeois opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Public Works Committee:
Public Works Supervisor Shane Sarradet read the Public Works Report for the month of September. There were 6.4 inches of rainfall in the month; Street Overlay Project has been completed for Brusly Oak patching, Venzule and Oak Plaza; Oak Plaza sewer problem discovered, Parish has fixed, a claim will be filed against Cox Communication; 0 SCADA alarms at the Wastewater Lift Stations; 1 “out of compliance” test result on the Sewer Treatment Facility; trimmed overhanging trees on E. Main & E. St. Francis; took delivery of new dump trailer; Eric Kulcke & Shane Sarradet attended WWT II classes (mandatory annual class); Josh Badeaux & Darren Badeaux attended sewer pump training on our newly acquired pumps; ordered 30 more U.S. flags for LA 1 display (28 were retired); repaired several potholes on Richard St. & N. LaBauve; Hurricane Francine had very little effect on town.
Waste Pro roadside debris pickup is scheduled for week of October 14th. Republic extra monthly pick up is scheduled for October 27th.
Planning and Zoning Committee:
Mayor Pro Temp Bourgeois read aloud and opened the public hearing for the Final Map Showing Subdivision of Lot MT-3-H & Lot HT-2A into Lot HT-2A-1, 613 Kleinpeter Way, Brusly La 70719, Located in Sec. 55, T8S R12E Town of Brusly WBRP Southeastern Land District for Ryan & Kristina B. Kleinpeter, with variance request of Non-compliance Sec. 120-56(a)&(d) to allow the road to front 50% of the property and eliminate the cul-de-sac. A motion to approve the map, as presented, including changes addressed the previous week, was made by Council Member Neisler; seconded by Council Member Tassin. Mayor Pro Temp Bourgeois opened the floor for public comments. Hearing no further comments, a roll call vote was had with the following results:

Finance Committee:
Mayor Pro-Temp Bourgeois noted that the “Budget to Actual Comparison Report” for September, in the meeting packets, is available for Council Members to review.
Upon the recommendation of Toby Frugé of Owen & White, a motion to approve change order #1 of the street overlay project in the amount of $47,890.10 for additional asphalt quantities along with work needed for the sink hole, was made by Council Member Tassin; seconded by Council Member Neisler. Mayor Pro-Temp Bourgeois opened the floor for public comment. Hearing no comments, a role call was had with the following results:

Police Committee:
Police Chief Lefeaux and Mr. Jason Gill gave a presentation regarding Pursuit Alert Digital Siren, a cloud-based mobile warning system to notify motorists and civilians of active pursuits and other adverse events by law enforcement within the local area, initially funded by the Caroline Gill Foundation which can be accessed through www.cggfoundation.org, with additional information and advising of ways to make donations. Erin Martin also spoke, encouraging the community to support the warning system. Upon the completion of the presentation, a motion to accept the donation of the police chase warning system was made by Council Member Tassin; seconded by Council Member Daigle. Mayor Pro-Temp Bourgeois opened the floor for public comment. After hearing comments, a roll call was had with the following results:

Governmental Affairs Committee:
A motion to set trick or treat hours for October 31st from 5:30pm to 7:30pm, was made by Council Member Daigle; seconded by Council Member Tassin. Mayor Pro-Temp opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
There will be a Landmark & Heritage meeting on October 21st at 6:30pm.

Resolutions:
A motion to approve Resolution 6 of 2024, declaring and approving a list of surplus items and equipment for sale or disposal, was made by Council Member Tassin; seconded by Council Member Daigle. Mayor Pro-Temp Bourgeois opened the floor for public comment. Hearing no comments, the motion passed unanimously.
Police Department Report:
Police Department Report for the month of September was given by Police Chief Lefeaux. There was one (1) alarm, one (1) civil problem, one (1) death, one (1) disturbance, one (1) domestic problem, two (2) DUI, one (1) juvenile problem, one (1) miscellaneous, two (2) non UCR reportable, three (3) obstruct police, two (2) stolen property, one (1) traffic (criminal violation), six (6) traffic accidents and ten (10) welfare checks. For the month, there were 33 total events, 42 total citations and 60 total violations. No Flock activity to report.

Remarks of Personal Privilege:
Sheri Neisler Young introduced herself and announced her candidacy for Brusly Town Council. Mrs. Young gave a brief description of her background and platform.
Chief Lefeaux presented Certificates of Commendation to Officers Jordan Zachary and Ron Tetzle for their outstanding efforts during a recent pursuit, ending in a safe resolve.
Announcements:
Hazardous Material Collection Day, Saturday October 26th, 8am-Noon, at Alexander Park.
Veteran’s Day Breakfast, Monday November 11th at 8:30am at Town Hall.
Day Light Savings time ends Sunday November 3rd.
Council Member Daigle made a motion to adjourn; seconded by Council Member Tassin. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:10 pm.
